Begaj requests the Constitutional Court: Overturn Veliaj's request and
President Bajram Begaj

The President of the Republic, Bajram Begaj, has sent to the Constitutional Court his arguments regarding the decree for local by-elections, where he set the date for November 9.

Begaj requests that the Constitutional Court declare his decree incompetent and lift the suspension of the elections in Tirana.

The head of state also argues that the complaint of the former mayor of Tirana, Erion Veliaj, should be dismissed as unfounded in Article 115 of the Constitution.

The Institution of the President of the Republic, in its capacity as an interested party, requests the Constitutional Court:

To declare at the beginning of the review session on 31.10.2025 the lack of competence regarding decree no. 350, dated 1.10.2025;

To decide at the beginning of the review session on 31.10.2025 to lift the suspension of decree no. 350, dated 1.10.2025;
To decide at the end of the session to dismiss the request of the dismissed Mayor of Tirana, Mr. Erion Veliaj, as unfounded in Article 115 of the Constitution;

Because the suspension has made it impossible to hold the elections for the Municipality of Tirana on the date decreed by the President of the Republic, to order at the end of the session the CEC to prepare the elections for this municipality on the date to be determined by the Constitutional Court, a date which must not be earlier than 30 days from the entry into force of the Constitutional Court's decision.
