Prime Minister  Edi Rama  said that initially the investors were rejected for the project to build in Zvërnec and that permission was granted for the master plan after the established conditions were met.

Rama says that so far there is neither an approved architectural project nor a completed environmental study.

Among other things, Rama said that the investor company in Zvërnec will be fined for the barbed wire fence placed to surround the construction site.

Rama: The application was submitted to the Territorial Development Agency on 10.09.2024. At the meeting on 25.09.2024, the KKT rejected the project and requested that the intensity of construction be reduced and the preservation of the lagoon be ensured.  The project was approved only after the established conditions were met. In 2024, no architectural project was approved and there is none today, despite the fact that you are rightly angry about what you have heard. Today there is no approved architectural project, it does not exist. What you see in the films that want to encourage you are materials created according to the 'walk the dog' logic. The master plan permit has defined the development area, as well as the technical and urban parameters.

After the project was rejected, the investors hired five of the best architectural studios in the world. Along with these studios, the company also hired a group of engineers and environmental experts among the best in the world, who continue to work today to prepare the environmental study. We still do not have that study.  Today, all this war is being waged over a barbed wire fence, for which the company has undertaken to pay a considerable fine. Meanwhile, for the violence inflicted, that security company will no longer work in Albania. You have seen that the investors have come. That lady has also come to Vlora, not for vacation or for photography, but together with the architects and engineers .
