Russia against the proposals of the Europeans: No NATO soldiers in Ukraine

Russia has a negative stance on European proposals for security guarantees for Ukraine and will not accept any presence of NATO troops on the territory of the neighboring state, the Kremlin said on August 27.

Kremlin spokesman Dmitry Peskov praised US President Donald Trump's efforts to end the war in Ukraine, describing them as "very important", however he said Moscow hopes that these efforts will continue.

As part of a possible peace solution, Ukraine's European allies are working to draft a package of guarantees for Ukraine that would protect the country from a possible Russian attack.

But Peskov said that the deployment of European troops in Ukraine would mean a NATO presence there, which according to him Russia has aimed to prevent from the beginning.

"In fact, from the beginning, it was the advancement of NATO's military infrastructure and the penetration of this military infrastructure into Ukraine that can perhaps be cited as one of the root causes of the conflict situation that arose," he said.

"Therefore, we have a negative attitude to these discussions."

All parties agreed that security guarantees for Ukraine should be part of a peace agreement, but have substantial differences on what form these guarantees should take.

Russia says it should be one of Ukraine's security guarantors and wants to revive a proposal that the parties discussed in 2022, in the first weeks of the war. Kiev rejects such a thing, saying it would give Moscow a veto on any external military support for Ukraine.

Peskov said security guarantees were "among the most important topics", but Russia does not believe it is useful to discuss these topics publicly.

He said the summit held this month between US President Donald Trump and Russian President Vladimir Putin was "very substantive, constructive and useful".

Trump has said that the US will not deploy troops to Ukraine as part of any security guarantee in the future. But he has left open the possibility of other U.S. military involvement, including air and intelligence support.

Peskov said Russian and Ukrainian peace negotiators were in contact, but that he could not give a date for when they would meet again. The two delegations last held face-to-face talks in Istanbul on July 23, in a meeting that lasted only 40 minutes./rel
