The United States Agency for International Development, USAID, will officially halt the implementation of foreign aid, Secretary of State Marco Rubio announced, adding that future American aid will be clearly targeted and very limited.

In a statement marking the transfer of USAID to the State Department as part of President Donald Trump's unprecedented push to shrink the federal government, Rubio said the US was abandoning what he called a charity-based model and would focus on empowering countries to grow sustainably.

"We will favor those nations that have demonstrated both the ability and willingness to help themselves and will direct our resources to areas where they can have a multiplier effect and catalyze sustainable private sector, including American companies, and global investment ," the top US diplomat wrote.

This new model, he wrote, would prioritize trade over aid and investment over assistance, adding that it would put Washington in a stronger position to counter Beijing.

The Trump administration has frozen and then cut billions of dollars in foreign aid since taking office, saying it wants to ensure that American taxpayer money goes only to programs that are consistent with Trump's "America First" policies. The cuts have effectively shuttered USAID, leading to the layoffs of thousands of its employees and contractors.

According to a study published in the medical journal The Lancet, deep cuts to USAID funding and its dismantling could result in more than 14 million additional deaths by 2030. Experts and human rights advocates have warned against the cuts. USAID funding has played a crucial role in improving global health, largely directed towards low- and middle-income countries, especially African countries, according to the study.

USAID also distributed funds to countries in the region, including Albania. Data published by Donald Trump's special envoy for crises, Richard Grenell, earlier this year showed that non-governmental organizations in the Balkans had benefited from USAID funds worth $1.7 billion in the period 2020-2024. According to Grenell's data, non-governmental organizations in Albania had received $189 million from USAID over 4 years.

USAID was founded in 1961 by Democratic President John F. Kennedy at the height of the Cold War with the aim of better coordinating foreign aid, now a key platform of US foreign policy in countering Soviet influence.
