Kosovo CEC does not certify Lista Srpska for October local elections

Kosovo's Central Election Commission has not certified Lista Srpska – the largest party of Kosovo Serbs – for October's local elections.

The recommendation for the certification of Lista Srpska, which enjoys Belgrade's support, received only 2 votes in favor, 2 against and 7 abstentions.

Members of the Vetevendosje Movement in the Central Election Commission (CEC) have opposed the certification of Lista Srpska for the October local elections.

Speaking at the CEC meeting, where it is expected to vote on whether or not to certify the largest Kosovo Serb party that enjoys Belgrade's support, Sami Kurteshi said that over "90 percent of the people who are on the lists of candidates of Lista Srpska are members of parallel Serbian institutions in Kosovo".

Kurteshi has opposed the candidacy of Saša Milošević from Lista Srpska for mayor of Novo Brdo, saying that he was appointed by the Serbian government as mayor of the municipality of Gjilan, a Serbian parallel municipality.

"This plays a double role," Kurteshi said. "He works in the institutions of a state that has aggressive and military goals towards the Republic of Kosovo."

He was appointed as Mayor of Gjilan by the Serbian Government on February 27, 2020, as "President of the Provisional Body of the Municipality of Gjilan".

Another member of Vetevendosje, Alban Krasniqi, said that Srpska Lista is "an extended hand of Serbian President Aleksandar Vucic" and that it does not fight for the interests of Kosovo Serbs.

"I ask my colleagues to vote against the certification of Lista Srpska," he said.

The Office of Political Parties in the CEC – which has the obligation to review the applications of political entities and their candidates to be certified for participation in the elections – has recommended the certification of Lista Srpska for the October 12 local elections.

CEC member from Srpska Lista, Gordana Llaban, said that if the office has been told that everyone has passed the filters and that all candidates are regular, then all candidates should be certified.

"If there is any evidence, let the institutions do their job. I think a lot of heavy words have been used. Listening to you speak, after that I think that no Serb will remain a Serb anymore, without being called a terrorist or a criminal. I wonder if you have checked the lists of each party like this. Are there criminals in any other party, or are they all alone in Lista Srpska? I cannot allow the Serbian people in Kosovo to be equated with a number of terrorists or criminals. The bodies that are responsible for this, let them pursue the criminals and arrest them, but not all the Serbian people can be equated with criminals," Llaban said, addressing Kurteshi.

Kurteshi returned by saying that "I do not call the Serbian people terrorists, but I think that Lista Srpska has a terrorist past and present".

Meanwhile, the member of the Democratic Party of Kosovo in the CEC, Arianit Elshani, said that he will abstain from the vote.

"We as PDK abstain from certification, we are not for certification, we abstain from voting as long as we do not have actions from the security institutions, which show us the path that should be followed for this party," Elshani said.

On the eve of the CEC meeting, in charge of affairs at the U.S. Embassy in Pristina, Anu Prattipati expressed to Kosovo's acting Prime Minister, Albin Kurti, the United States' concern about any attempt to restrict Serbian parties from participating in October's local elections.

Prattipati underlined that it is very important for Kosovo Serbs to participate in the elections, adding that "we are concerned about any attempt that limits this opportunity.

"I spoke about these issues with the acting prime minister and emphasized the attention of the United States on this issue," she emphasized.

Local elections in Kosovo will be held on October 12.

Vetevendosje fought against the certification of Lista Srpska for February's parliamentary elections as well, and the Central Election Commission (CEC) had not initially certified it.

However, after complaints to higher instances, Lista Srpska was certified and participated in the elections, winning 9 seats in the Assembly./REL
