European Union countries on Monday condemned the radical Palestinian group Hamas - which they have declared a terrorist organization - for what they said was the use of hospitals and civilians "as human shields" in the war against Israel.

The EU's high representative for foreign policy and security, Josep Borrell, said on Monday that, at the same time, the bloc is asking Israel "to exercise maximum restraint in order to avoid causing civilian casualties".

In a meeting with the foreign ministers of the bloc, Borrelli described the statement he issued on behalf of all 27 countries as a sign of unity, since for several weeks there have been often contradictory statements about how the EU should addresses the Israel-Hamas war.

"You know how difficult it has been recently - after the vote at the United Nations, where countries voted in different ways - to present a fully common approach," Borrell said.

Just hours after EU leaders said there was unity on the Israel-Hamas war on October 28, member states were sharply divided during a vote on a General Assembly resolution calling for a humanitarian ceasefire in Gaza.

Now, however, EU countries said in a statement that they are joining "calls for an immediate pause in the fighting and for humanitarian corridors, including through increased capacity at crossing points and through a dedicated sea route, so that humanitarian aid can safely reach the people of Gaza".

They also repeated their "call for Hamas to immediately and unconditionally release all hostages".

And they said that "the EU condemns the use of hospitals and civilians as human shields by Hamas".

Israel says that Hamas shelters civilians in hospitals, and that Gaza City's largest hospital, Shifa, is a prime example of this. Israel claims the Palestinian group's fighters have a command center inside and under the hospital.

Israel has not provided videos or photographs to substantiate the claims, although it has released footage of Hamas fighters operating in residential neighborhoods and placing rockets and weapons near schools and mosques.

EU countries did not call for a ceasefire in the fighting between Israel and Hamas.

More than 11,000 Palestinians, two-thirds of them women and children, have been killed since the war began, according to Gaza's Health Ministry, which does not distinguish between civilians and Hamas fighters killed in the count. About 2,700 are reported missing and believed to be trapped or dead under the rubble.

At least 1,200 people were killed in Israel, most of them civilians, in the initial Hamas attack that sparked the war.

Meanwhile, 46 Israeli soldiers have been killed in Gaza since the beginning of the ground offensive.

About 250,000 Israelis have been forced to evacuate communities near Gaza, where Hamas fighters are still firing rockets, as well as along the northern border with Lebanon./ REL
