A former top aide to the governor of New York, Kathy Hochul, has been charged with acting as an agent of the Chinese government. Linda Sun, former deputy chief of staff to Gov. Hochul, is being charged with violating the Foreign Agent Registration Act, visa fraud, smuggling and money laundering, federal prosecutors said in a statement released Tuesday.
Linda Sun was hired by the New York State Executive Office more than 10 years ago and was fired in March 2023 when suspicions of illegal activities were revealed. During this period she held positions in several New York State government agencies.
Linda Sun allegedly acted on behalf of the government of the People's Republic of China and the Chinese Communist Party while working for the New York state government. Linda Sun "never registered as a foreign agent," federal prosecutors said, and "concealed actions at the behest, request, or direction of the Chinese government and representatives of the Chinese Communist Party."
Linda Sun and her husband, Chris Hu, were arrested at their Long Island home on Tuesday. They pleaded not guilty to the charges during an appearance in federal court in Brooklyn on Tuesday. Chris Hu faces charges of money laundering, bank fraud and misuse of identification.
Federal prosecutor Breon Peace said "the illegal scheme enriched the defendant's family to the tune of millions of dollars." Linda Sun allegedly, while working for the New York State and Chinese governments, successfully blocked Taiwanese government officials' access to high-level New York officials.
Linda Sun is also reported to have altered messages from high-level New York State officials on matters of importance to China and the Chinese Communist Party. The charges against Ms. Sun include an attempt to facilitate the travel of a high-level New York State politician to China and scheduling visits by Chinese government delegations with New York State government officials.
Sun and Hu received significant economic rewards related to their commitment to supporting China, including millions of dollars for Mr. Hu's China-based business, free travel, business support for a close family friend, and employment for Mr. Hu's cousin. Mrs. Sun in China.
Linda Sun and her husband "laundered millions of dollars for the foreign country and used the monetary benefits of this scheme to purchase luxury vehicles and million-dollar properties here in New York," said Thomas M. Fattorusso, special agent in charge of criminal investigations in Internal Revenue Service in New York.
With their laundered money, the couple bought a $4.1 million house on Long Island, a $2.1 million condo in Honolulu, Hawaii, and several expensive cars, including a 2024 Ferrari.
Sun did not report any of the benefits he received from China, as required by law for a New York state government employee.
Meanwhile, Mr. Hu illegally laundered money through bank accounts he opened in the name of a relative, prosecutors said. Chris Hu illegally used a relative's driver's license image to open bank accounts./VOA
