The market for the disposal of hazardous hospital waste is taking another turn, after the many years of "war" between the companies, with Arbër Teqja on one side and Elvis Miri on the other. But when two fight, the third one comes out "winning", at least on paper.
VoxNews has continuously followed the tenders of University, Regional and Local Hospitals, where the winner in most procedures was the company "Eco Riciklim", which until 1 month ago was majority owned by Mr. Arbër Teqja, the son of the Deputy Director of the QSUT, Ms. Arjana Strakosha.
The facts that we will list below are truly a dossier for the Special Prosecution Office. On February 24, 2025, the University Hospital Center (notice above) opened a tender worth 1.7 million euros for the disposal of hospital waste.
A day later, Mr. Klodjan Allajbeu, owner of the American Hospital in Albania and owner of 100% of the shares of the company “ANAMARK”, makes a decision to purchase Mr. Arbër Teqja's shares of the company “Eco Riciklim”.
The above document, which was obtained by the VoxNews editorial team, is a decision by Mr. Klodjan Allajbeu, 100% shareholder of the company "ANAMARK". The decision was made on February 25, 2025.
"Today, on 25.02.2025, the meeting of the sole partner of the company 'ANAMARK' was held, with the presence of the sole partner Mr. Klodian Allajbeu, owner of 100% of the quota and with the agenda of granting consent for the purchase of the quota owned by the partner Mr. Arbër Teqja in the company 'ECO RICIKLIM' SHPK, with address Metalurgji, Bradashesh, Elbasan, by the company 'ANAMARK', which gives the right to participate in the amount of 70% of the company's share capital, for a value of 60,000 (sixty thousand) euros," this document states.
So, a company that easily handles and wins tenders worth millions of euros is being sold for a ridiculous price of 60 thousand euros. Like a maid's room in Tirana!
In the contract, it was agreed that the seller, in this case Teqja, would also withdraw the dividend due from the company in the amount of 730,000 euros gross within 6 months from the date of signing the purchase contract.
VoxNews previously reported that the company's annual profits amounted to around 500 thousand euros in 2023 and 2024, while in the last year, Teqja generated a profit of 730 thousand euros.
But why sell a company that is profitable?! The facts indicate that the sale is suspected to have been fictitious, or at least the "hiding" for some time of Arbër Teqja from the profits of tenders at the University Hospital of Health Sciences, where his mother is the deputy director.
And it couldn't have happened any other way, because a few days after Allajbeu bought Teqja's shares, the company "Eco Recycling" won the 1.7 million euro tender from the "Mother Teresa" University Hospital Center. A clean scheme, masterfully orchestrated perhaps by Deputy Director Strakosha herself.
To remove her son's conflict of interest, the oligarch Klodjan Allajbeu, now "on paper" the winner of the huge prize, is under investigation in Kosovo and a witness in the Special Prosecution Office.
The above document is the announcement of the QSUT announcing the winner of the company "Eco Riciklim", a firm that won the tender with the object of "treatment and disposal of hazardous hospital waste for 24 months (codes 18.01.01, 18.01.03, 18.01.08)", with a limit fund of 141,945,170 lek or with VAT the amount goes to 1.7 million euros.
But if in the tenders for University, Regional and Local hospitals there was a "war" between ECO and VALE, this time with the entry of Allajbeu into the "game", the "war" disappeared as if by magic.
The company "ECO RICIKLIM" was the only one in this competition and won with 100% of the limit fund. It received every penny allocated by the QSUT, while also wiping out other companies from the market.
But how did other companies leave the market?!
Ps. VoxNews will continue to follow the transactions and tenders of hospitals for the disposal of hospital waste, facts which it will make public in the coming days.
