Two companies will maintain the equipment and operation of the Llogara tunnel. A tender opened a few weeks ago by the Albanian Road Authority has been finalized in recent days, where the winner was the merger of the operators "Gjoka" and "4 AM", owned by Rrok Gjoka and Ardit Metaliaj.

The tender comes a few weeks ago when the Special Prosecution Office announced that it had seized dozens of tender documents for the construction and supervision of the Llogara Tunnel. Previous procedures of the ARRSH, where it is suspected that former director Evis Berberi awarded tenders to himself, are still under verification.

Meanwhile, time passed and the same firm "Gjoka" always wins the procedures in that area. This firm was a subcontractor of the Turkish firm to build that work, while it also won the procedure for the water supply in Tragjas, in a very suspicious and predetermined procedure.

According to documents obtained by VoxNews, the Albanian Road Authority, now headed by Gentian Gjyli, who previously served as deputy director during the time of Verdho and Berber, has signed the winner of the next tender for the Llogara tunnel. Hundreds of millions of euros were not enough to build it, but millions more are being poured into maintenance and even connecting roads.

The documents show that in this procedure "equipment maintenance and operation of the Llogara Tunnel", with a limit fund of 311 million lek, or 3.1 million euros, BOE "4 AM" & "GJOKA KONSTRUKSION" participated with a bid of 229 million lek. The second bid was from "ALKO IMPEX" of Arbër Abazi with a value of 248 million lek and the third bid was from the firm "SALILLARI" with a bid of 245 million lek. "Alko" was disqualified, while "Gjoka" and "4 AM" were declared the winners.

But, this is not the first tender of the company "Gjoka" that it has won in that area, as VoxNews has previously reported and published that it also won the tender worth 8 million euros to deliver water to Strategic Investors. At that time, AKUK set up a scheme, where it initially studied the works of receiving and laying the pipeline. The documents clearly state that the water will be received in Tragjas, Orikum, and then it will be sent with pumping stations to Palasa, Dhërmi, Jalë, etc. But, the "road" passes through the Llogarasa Tunnel and here the entire tender becomes null.

The Llogara tunnel was built by a consortium of Turkish and Albanian firms. The Albanian side was led by the firm “Gjoka”. Meanwhile, the tender documents included clauses for “similar works”, while the only firm that built the tunnel that had similar works for waterworks was “Gjoka”.

A clean scheme, where the winner was known to everyone. Even the documents prepared by AKUK were only attached to this firm.

Meanwhile, a few months ago, VoxNews learned that AKUK also announced the winner of the "Gjoka" firm for the water supply of the coastal areas of the Draleos, Drimadhes and Dhërmi Strategic Investment Zones, of the Himara Municipality, Phase II.

The company in question is implementing the project worth around 4.2 million euros including VAT. “It turns out that the company 'Gjoka' is taking the water in Dukat and Tragjas, will pass it through the tunnel that it is building itself, and will deliver it to the villas of the wealthy. Was the winner predetermined, since 'Gjoka' itself also built the tunnel?!” our editorial team wrote.

So, the two tenders, worth 12.2 million euros won by the company "Gjoka" are suspected to be predetermined. It has already won the next tender worth 2.3 million euros, for the maintenance of the tunnel. The documents are open, as it is enough for a law enforcement body to request them and they will see that all the letters of the ARA and AKUK have been made only formal.
