The arrest of the director of the high security prison in Peqin and 12 guards and other civil employees in this institution more than finding the culprits for the murder of Arben Lleshi in the cell resembles an operation in search of "scapegoats".
The responsibility for this event goes much higher than Kamber Hoxha and affects both the General Directorate of Prisons and the Minister of Justice, Ulsi Manja.
SPAK must first investigate Minister Manja as the head of the Ministry of Justice for issuing the notification of the entry into the 41 BIS regime of Sokol Mjacajt. As the event proved, the announcement was distributed by the ministry before the 28-year-old was isolated. Mjacaj himself admitted in evidence that he committed the murder after being informed by other prisoners that he would enter solitary confinement.
Indirectly, Ulsi Manja's announcement that he would isolate him was received by Sokol Mjacaj as a message to act as soon as possible to carry out the murder, which is suspected to have been ordered from abroad. This is the first reason why SPAK should investigate the Minister of Justice regarding this event.
The other reason why Manja should be investigated is related to the degradation of security in the prison system, at the head of which since June last year Manja has appointed his 'debt', Paulin Rajta. Rajta is the director of the Prison Police, which in the case of Peqin failed to prevent the introduction of the weapon with which Sokol Mjacaj executed Arben Lleshi.
The degradation of security in prisons is a direct consequence of the removal or demotion of specialists and experienced leaders of the system and their replacement with names employed thanks to social and tribal ties with Ulsi Manjë. This is the reason why SPAK should investigate the nepotistic connections of Ulsi Manja's signature appointments.
The investigation must start as soon as possible to avoid another serious incident like that of the Peqin Prison, because the murder of Arben Lleshi is an alarm bell for the safety of prisons at a time when the transfer of Albanian convicts to Britain has begun. Great.
It is for a murder in 2012 in London that Arben Lleshi was allegedly executed, and like him others convicted in England for serious crimes may be targeted for revenge within the cells, because the precedent was already established.
