Reporting to the public how state institutions spend taxpayers' money is one of the main missions of the media and a vital role in the fight against corruption.
However, it happens that even in cases where the institutions make themselves transparent about how they have spent this money, the media take words, sentences or paragraphs out of context in an effort to produce the next financial 'scoop' even where there is none.
Such is the case of an alleged investigation published on a portal financially supported by the American Embassy in Tirana. The investigation in question presented how the General Directorate of Road Transport had made a social payment for Top Channel worth 67 thousand euros.
That was enough and the news was taken and processed by other portals, which for clicks joined the wave of investigation based on a piece of paper taken 'print screen' from the statements of the General Directorate of Road Transport, even claiming that they had revealed the corrupt scheme of how the media were captured.
Simply put, the authors of the article presented as their investigation a statement and data made transparent by the institution itself. But this is not the main problem. The main problem is the fact that the article tells only half the truth, because if the other half were told, it would be understood that the payment was social, but not for Top Channel.
What is not stated in the article is the fact that the 67,000 euros paid by the General Directorate of Road Transport is money spent on the realization of a series of broadcasts entitled "N'Timon" with topics on education and road safety.
The figure is half the cost of making these shows, about 40 of them and which are easily verifiable to this day on Top Channel's official YouTube channel. The objective is an educational campaign for citizens to recognize and respect road signs by drivers, but also by pedestrians.
Such educational broadcasts through the mass media are not even an invented practice in Albania, let alone corrupt. The purpose of the series of shows is to acquaint citizens with the road code, traffic rules, education in respect of signage and other information and curiosities... which may be of most value to any journalist who has obtained a driving license in late age.
