In April 2015, the Democratic Party issued a public statement linking the name of the mayor of Kruja, Artur Bushi, to an Italian police operation, where the same name was detained and investigated. However, years have passed and no institution has yet verified or come to any conclusions.
Bushi has continued to lead the Municipality of Kruja for many years, developing tender procedures, despite being investigated and reported several times, such as in the case of an excavator, for the water supply tender or even for the distribution of housing for those affected by the earthquake.
Again, no action for Bush, who seems to have created a scheme to distribute public money to a handful of people. VoxNews has researched Bush's cleanup tenders over the years, where the winner is always the same firm, founded by two people who have been arrested and investigated for drug trafficking. Ironically, the mayor himself has been accused by the opposition of being a drug trafficker.
In this year's documents, the Municipality of Kruja says that it has finalized the tender with the object of "urban waste cleaning and removal service for the city of Fushë-Kruja, Municipality of Kruja".
The limit fund is 23,586,900 lekë including VAT, where the winner was the merger of operators “RINIA 96” and “2 N”. The first company is an acquaintance of Bush, as it has always won the cleaning tenders in Fushë Krujë, then haphazardly depositing them near a lake near the village of Halil.
But who has won the tenders in previous years? Data provided by VoxNews shows that the same firm Rinia 96 has also won previous procedures, such as the procedure followed in 2023.
At that time, the tender value was 18.5 million new lek, while the winner was announced in July 2023. Only “RINIA 96” sh.pk, with an address in Fushë Krujë and administrator Ms. Etleva Miri, participated in the tender. This company offered 18,404,753 lek excluding VAT, very close to the limit fund.
VoxNews also researched the documents of the 2020 tender, where the winner was the same firm “Rinia 96”. In May 2020, Bushi announced the winner of the procedure “urban waste cleaning and disposal service for Fushë-Krujë”, with a limit fund of 16.6 million lekë. Two firms participated in the tender, where “Rinia 96” submitted the highest bid and surprisingly was declared the winner.

The founders of the firm Rinia 96 are Shkëlqim Miri and Bledar Coraj, who were arrested in 2017 for drug trafficking. At the time, the action was organized by the Serious Crimes Prosecution, which in January of that year issued a statement that Miri and Coraj were arrested as part of an investigation against drug trafficking.

The two were arrested along with 5 other people, as part of a group involved in the distribution of large quantities of hashish from Kruja towards Tirana. At that time, a quantity of 425 kg of hashish was seized, while during the searches in the suspects' apartments, an arsenal of weapons was also found.

After their arrest, in January 2017, Shkëlqim Miri and Bledar Coraj transferred the shares to Kujtim Miri, Shkëlqim Miri's brother. A few months later, Kujtim transferred the shares to Etleva Miri, Shkëlqim Miri's wife. And since then, the firm has consistently won cleaning tenders in Fushë Krujë.
