The government intends to strengthen the rules and increase control over public tenders. In the sectoral strategy of public finance management 2023-2030, it is said that the improvement of quality and efficiency in procurement procedures will be aimed at, through the use of the evaluation criterion "The most economically favorable offer based on cost".

The design and implementation of green public procurement will also be in focus. Measure which includes the preparation of the methodology for the implementation of green procurement or energy efficiency criteria; Developing and delivering green procurement/energy efficiency training for procurement professionals; Review and change the regulatory framework, if necessary.

On the other hand, it is intended to intervene in increasing the efficiency of the complaint review system by increasing the speed of decision-making. For this purpose, measures will be taken to fill vacancies in the staff, carry out an annual assessment of training needs, develop and offer specialized activities for capacity building for inspectors, update the electronic complaints system, implement the system against the bribe.

In parallel, work will be done to improve the legal and institutional framework for concessions and public-private partnership. All these measures are planned to become feasible by the end of 2025.

Some time ago, Prime Minister Edi Rama announced that the ministries and dependent institutions will no longer have the right to open tenders, and he announced that there will no longer be tenders for small purchases. According to him, the centralized purchasing operator is building a digital catalog of small purchases so that they don't make tenders for every blackboard, for every chair or office table, but buy directly from the catalog, called "Albzone", a kind of amazon goods for all support services of institutions, saving time, money and closing the door to corruption.
