The world woke up yesterday to horrifying images of Hamas terrorist attacks against Israel, which were rightly harshly condemned by the entire democratic world.
Even in Albania, all the wings of politics for a few minutes united in their messages for condemning the terrorist attacks of Hamas against Israel. The messages were almost the same, in full agreement with the practices of positions held by Albania for such events.
The instigators and perpetrators of the attacks are denounced by name, as well as expressing solidarity with the families of the victims, the people and the state of Israel. Undoubtedly, Albania's role in the Middle East is modest. But the political-diplomatic positions on these events have an undeniable value in foreign policy, as they reflect the values of our people and country. Consequently, also ranking alongside our great allies.
While two weeks have passed since the September 24 terrorist attack in Kosovo, the same political wings still do not find a common language for the approval of a resolution in the Albanian Parliament, for the condemnation of the terrorist attack against Kosovo and the denunciation by name of the instigators and the perpetrators of the attack, who took the life of policeman Afrim Bunjaku in the line of duty.
In my memory, the session of the Assembly of Albania, on July 22, 2010, will always remain indelible.
As the International Court of Justice solemnly announced its decision on the compatibility with international law of Kosovo's independence, a large screen was displayed in the Parliament of Albania, where MPs, without exception, watched the marathon session of the Hague Court with excitement. There was no more important event for the nation. Therefore, the parliamentary session of July 22, 2010 was at the height required by the national conscience. Albanian politics proved its dignity. There was no scheduled parliamentary calendar, program or agenda that could compete with that historic event. The symbolism of the parliamentary session was clear: the national issue takes precedence over the politics of the day.
In the current political and security circumstances in Europe, the September 24 terrorist attack on Kosovo is a strong alarm bell. Serbia's behavior towards Kosovo is no longer a political issue, but a serious security issue for the region and the future of Europe. The choice is no longer between the failure and success of dialogue, but between stability and a further escalation of violence. The latter is likely to happen if Serbia's role as a disruptor of regional stability is tolerated.
Politics must rise to the demands of Albanian society and unanimously approve a resolution in the Assembly of Albania. The Assembly of Albania has many men and women with knowledge and state experience who can draft a unifying document that will withstand the storms of time.
The resolution of the Assembly of Albania must condemn the attacks and provocations inspired by Serbia against Kosovo, and request the cooperation of Serbia with Kosovo, starting from the surrender of the perpetrators of the attack and the acceptance of an international investigation.
The Assembly of Albania and the Albanian government should engage in a genuine diplomatic effort for the adoption of a resolution in the Parliamentary Assembly of the Council of Europe and the appointment of independent reporters to clarify the circumstances of this event. Considering the mission and area of responsibility of the Council of Europe, the consolidated practice in dealing with such cases, but also the fact that Russia is no longer part of this pan-European organization for the protection of freedoms and human rights, Albania must to channel the political-diplomatic energies in order to fulfill this objective.
At the same time, Albania should make it easier for Kosovo to present evidence and facts in international forums and organizations, where Kosovo does not have access, regarding the activity of the executors and those who ordered the terrorist attack.
The resolution of the Assembly of Albania should support the work of all institutions of Kosovo in the function of the implementation of law, order and the protection of the territorial integrity of Kosovo, and promote the close coordination of the elected institutions of Kosovo with strategic partners: the USA , the EU and the United Kingdom.
The resolution of the Assembly of Albania must denounce the policy of revision of history and glorification of war criminals and terrorist acts from Serbia, as an obstacle to peace, stability and the European future of the region.
The resolution of the Assembly of Albania should welcome the commitment of NATO allies for the addition of KFOR troops, as a guarantee for the inviolability of Kosovo's security perimeter.
The resolution of the Assembly of Albania should call on five EU member states, four of which are NATO members, to recognize Kosovo's independence as a contribution to the credibility of the EU as a mediator; implementation of European plans for the region; and at the same time, as a message to Serbia to accept the post-war reality in former Yugoslavia and to move towards the European path.
The resolution of the Assembly of Albania should call on NATO member countries to include Kosovo in the Partnership for Peace Program as soon as possible; and EU member states to start considering the application for EU membership.
