The challenges of Vlora Hysen in the reformation of SHISH

From today, the Albanian Intelligence Service will be headed by Vlora Hyseni, who has many challenges ahead of her.
SHISH should be included in a deep reform starting with the current amendment of the law dating from 1998 and with few changes over the years.

This law must be adapted to the challenges of the time.

The current law does not correspond to the current challenges of Albania, a NATO member country, facing very advanced services like those of non-friendly countries such as Russia or China.

The change in the law should give more powers to SHISH officers not only in the field of information gathering but also in aspects of the operational mode.

Although they are two separate directorates, intelligence and counter-intelligence reform SHISH should also touch this aspect following the German model with FIS dedicated to internal issues and BND to external ones.
Or the similar model of English intelligence, MI5 the internal service and MI6 the external one.

Most importantly, giving SHISH employees even greater power when it comes to the operational side.
As if the salary is at least the same as the intelligence agency of Kosovo previously directed by Mrs. Hyseni.

It is a great paradox.

The Intelligence Agency of Kosovo was established with the help of SHISH, the officers of which today are paid 60,000 lek per month to a chief inspector, while their counterparts in Kosovo receive 2,500 euros per month.
My sources in that institution tell me that nepotism has been a gangrene for many years and must be eradicated.

Ms. Hynesi must put an end to the culture of non-punishment for SHISH officers who are involved in corruption, as has happened with the waste of funds used to pay co-workers, abuse of diets or selling information to criminal groups, as is the case with some officials of a directorate in the Southeast of the country.
Ms. Hyseni should end the concealment of problems by the Directorate of Personnel Security and the prosecution of the corrupt and not be satisfied with their soft departure from SHISH, as has often happened over the years.

As if she had to implement some court decisions not implemented by her predecessors for the return to work of many honest and dedicated officers dismissed for political reasons.
Or other officers dismissed with resignation due to mismanagement of the institution, provincialism and working conditions.

We are talking about people with expertise in the field of national security over the years.

Ms. Hyseni should review the decision to disarm the employees of SHISH, as today only the directors of the directorates and heads of the branches carry weapons.

Maybe Albania is a unique country in the world where the officers of an intelligence service face all kinds of subjects in the field but are unarmed.

At the same time, SHISH should have under control the former employees, where they are employed after leaving, in which countries they travel and in what activities they are involved.

The case brought to the SPAK last year, of some former SHISH officers turned into information collectors and traders, is quite alarming.

Vlora Hynesi is put in charge of the Albanian intelligence service with the aim of a reform announced by Prime Minister Edi Rama.

In my opinion, the reform should target several aspects.

The addition of functional and operational guarantees, which means that SHISH agents should not be prevented
from pursuing a certain issue, especially when they have subjects related to politics.

The relations of certain officers with politics and their penalization for cooperation with certain politicians of the left and right must end.

The last issue has to do with the parliamentary control of the services, which is a global debate on the measure of the control of the secret services.

In my opinion, the main challenge of Vlora Hysen will be the eradication of political segmentation within SHISH.
To close, I quote a statement from Markus Wolf, former high-ranking leader of the East German secret services, nicknamed "The Faceless Man" because until 1987 there was no photo of him.

He says:
"Intelligent services are an expression of political or political efficiency.
A corrupt political class also brings corrupt secret services."

PS: This article expresses my personal views on this issue and not the institution where I work.
