As the funeral ceremony for Supreme Leader Ayatollah Ali Khamenei, killed in the first wave of US-Israeli airstrikes in February, concluded, loud sounds of bombings rose from southern Iran.
But through funeral rituals and new airstrikes, one state institution never stopped moving: the execution posts. Protesters recently arrested on the streets and political prisoners held for years are being executed at a rapid pace.
The US and Israeli strategy in Iran appears to have assumed that a war of attrition, coupled with dramatic threats from US President Donald Trump, would either change the way the Islamic Republic treats its people or the world, or would spur a critical mass of Iranians on the path to overthrow the regime. The months since February have exposed the flaws in this assessment.
The first supreme leader of the Islamic Republic, Ayatollah Ruhollah Khomeini, built the entire system on a simple, brutal, and unbreakable doctrine: Any action against the regime or state apparatus must be punished with the harshest possible punishment—without any mercy.
Officials are allowed to do whatever it takes to preserve the system, even if it means violating the regime's fundamental religious principles.
Khomeini preached clerical supervision of the state for years before the 1979 Iranian Revolution. But it was after he became Supreme Leader that the full extent of this doctrine was truly revealed. In January 1988, in a letter to then-President Khamenei, he declared that the interests of the Islamic state took precedence over all “secondary” principles of Islam, including prayer, fasting, and the pilgrimage to Mecca. This expanded version of the theory became known as “absolute guardianship of the jurist.”
In other words, embedded in the foundations of the Islamic Republic is a doctrine that allows for the total suppression of the population and the full mobilization of state resources in the name of preserving the system. Regardless of which ayatollah holds power or who constitutes his inner circle, the doctrine remains the same.
The newly empowered third generation of leadership will therefore behave no differently from its predecessors. This includes using the Revolutionary Courts—which were originally intended to deal only with specific cases, such as espionage charges—as a tribunal that hands out death sentences to anyone who expresses even the slightest opposition to the status quo.
While the defendants face serious charges, they are tried without any independent defense attorney.
Iran has been ramping up executions since long before the war began. Amnesty International recorded at least 2,159 executions in 2025, more than double the number the previous year.
It should be clear by now that a war of attrition is not simply insufficient to topple the Islamic Republic; it is actually strengthening the regime's prospects for survival.
Far from forcing Iran's leaders to dismantle the most cruel mechanisms of repression, each new round of attacks brings them fresh fodder: new arrests, new sentences, and new executions.
