SPAK and the Italian counterpart authorities completed an operation two years ago that led to the handcuffing of several people and the seizure of over 18 million euros, which were blocked in a second-level bank in Tirana.
They had started from Italy and would be cleaned in Albania.
In our country, the brother-in-law and the driver of the businessman Rezart Taçi were arrested, while in Italy several were handcuffed.
Artur Balla and Bledar Lilo, Rezart Taçi's brother-in-law and driver, were found guilty by the Special Court and both were sentenced to 21 years in prison in total.
They have been found guilty of "Money Laundering". The businessman himself has been announced as an international wanted man.
This case is also reflected in the annual work report of the Special Prosecutor's Office, which shows the path followed by the transfer of money, which turned out to belong to the notorious Italian mafia gang "Cosa Nostra".
Money laundering by international criminal organizations
"It should be noted that one of the complex schemes of money laundering is the use of Albanian banking institutions as a place of transit and the use of Albanian commercial entities as "intermediaries" of money laundering by international criminal organizations, such as the case of the mafia Italian.
Representatives of legitimate Albanian businesses in the role of professional "intermediaries" have helped to create access to the Albanian banking system, which would be used to carry out the "layering" of bank transfers to pass them on to other countries.
The most typical case is that of an individual who laundered money on behalf of Cosa Nostra in Italy. The money laundering scheme consisted of transferring money from the foundation founded by him based in Liechtenstein, but with a bank account opened in Switzerland, newsbomb writes .
The money was first transferred from the foundation account to his personal account, in the same bank in Switzerland.
From there, with the connections established with a commercial company in Albania, which played the role of a professional "intermediary", the money would first come to his personal account opened in a second-tier bank in Albania.
Afterwards, this money would be transferred to the Albanian trading company, which dealt with foreign fuel trade, and this company would transfer it to another trading company in Hong Kong, which would serve as a "guarantor" for the execution of fictitious transactions. for fuel purchases. For this service, the Albanian commercial society would benefit from 16% (approximately 3 million Euros) of the value of the money that would be laundered," the report says.
The Italian accountant Fabio Petruzzella had placed more than 18 million euros in a bank account in Tirana, to save this amount of money from confiscation in Italy. Against the percentage benefit, he was helped by Rezart Taçi. A total of four foreign nationals, three Italians and one Swiss are involved in this big fraud scheme.
SPAK has requested the confiscation and transfer in favor of the state of the monetary amount of 18,399,941.50 (eighteen million, three hundred and ninety nine thousand, nine hundred and forty one, point fifty) Euros, located in the bank account in the name of Francesco Zummo, in the Bank Alpha, Tirana, seized during the preliminary investigation phase by the Special Prosecutor's Office.
SPAK's accusation against Taç and others
"At the end of the preliminary investigations related to this criminal proceeding, it was concluded that the defendants Rezart Taçi, Artur Balla and Bledar Lilo, in collaboration with Italian citizens Francesco Zummo, Fabio Petruzzella, Daniele Cestagalli and several other people, in collaboration with one the other in the form of a structured criminal group, have organized a complex illegal financial scheme, spread over several different states, which had the purpose of "cleaning" a significant amount of money that is the product of criminal activity.
Part of this financial scheme, with the help of the Albanian citizens involved, was also the performance of some banking actions and transactions in a second-level bank in Albania, actions which were only partially realized and did not manage to be fully realized, due to the investigative actions carried out by the Special Prosecutor's Office against Corruption and Organized Crime.
Evidence has been collected that the help in this case for the transfer and concealment of the monetary amount was made against the promise of receiving a certain percentage of the monetary benefit, in relation to the monetary amount that was transferred to Albania and that would continue to be transferred to other countries ."
