According to the report in the prosecutor's office, but also from information published in the media, Arben Ahmetaj was never called to be questioned by the Special Prosecutor's Office, related to the concession of Elbasan or the scandal of hotel payments by the wanted citizen, Klodian Zoto. .

Such is the decision No. 7975, dated 14.11.2014, extracted from the file of the Socialist Movement in the report to SPAK. In this document, the opinion in favor of Ahmetaj is expressed for the concession of the incinerator of Elbasan, for the Albetek company.

"The follow-up of the procedures for obtaining the Elbasan Incinerator with a concession from financing with the Public Private Partnership has been entrusted to the Minister of Economic Development, Trade and Entrepreneurship, Mr. Arben Ahmetaj and the Minister of Environment, Mr. Lefter Koka. Both ministers have themselves or their representatives present in all the procedures followed for this concession. With letter no. 7975 /1 Prot dated 14.11.2014 Mr. Arben Ahmetaj expresses his agreement in principle with the Opinion on the draft decision "On the determination of the Contracting Authority, namely the Ministry of the Environment, for the award of the PPP Concession for the construction of the Urban Waste Treatment Plant of the Elbasan District, for the production of Electricity" - it is said in the report.

This is also the document on which Ahmetaj holds the signature for the approval of the granting of the concession to the Elbasan incinerator.

The two prosecutors, Ened Nakuci and Klodian Braho, never questioned Ahmetaj to provide clarifications regarding his firm's procedures for granting the Elbasan incinerator concession.

"Meanwhile, the defendant Lefter Koka is under investigation for the actions considered by the two defendants to be in opposition to the law with the measure of security arrest and imprisonment, for the same actions Minister Arben Ahmetaj was not even called as a declarant who has knowledge of the event and no more as a person under investigation" - it is said further.

But this is only a part. The scandal deepens after the report of the journalist Adriatik Doçi. The two prosecutors of SPAK on the computer seized from Klodian Zotos, and after the expertise they carried out themselves on 03.03.2022, saw the e-mails, among which were also the paid hotel invoices for Arben Ahmetaj. There are suspicions that the two prosecutors Klodian Braho and Ened Nakuci diverted the investigations by not interrogating Ahmetjan to provide clarifications about these invoices paid by Zoto, before and after the granting of the concession to Elbasani.

"Deliberately for their own interests and not at all for the interest of a full comprehensive and transparent investigation, the two accused, since they did not make part of the evidence of the investigation file Minister Arben Ahmetaj, of the materials that were found on the citizen's computer Klodian Zoto, made public even without hesitation materials that belonged to the investigation" - the report quotes.

For this reason, the three accused, the two prosecutors and the former Minister Ahmetaj are accused, according to the report, of abusing their duties and diverting the investigations. In order to do so, he is required to be arrested in prison and the immediate blocking of all documentation and practice located at the Special Structure Against Corruption and Organized Crime./TCH
