A report by the Stop show has highlighted an abuse that raises serious suspicions of manipulation of procedures in the state testing for doctors.

At the center of the case is an Albanian doctor, with professional experience in Italy, including at the "Ospedale Pediatrico Bambino Gesù", (Child Jesus Pediatric Hospital), who had decided to return to Albania for family reasons and had applied for a position as a nephrologist in Tirana Pediatrics, based on the announcement dated February 13, 2026 by the Mother Teresa University Hospital Center.

The legal framework for applicants is clear: a candidate cannot participate in a competition for a position in hospital administration if he or she is in an active employment relationship with a public institution .

This criterion was initially applied, leading to the disqualification of two competing doctors.

But what followed, according to the complaint, constitutes a scandal that must be dealt with by the justice system.

Within a short period of time, the procedure was reversed. The competition was canceled and one of the disqualified candidates was requalified and then appointed to the position, in flagrant violation of the previously announced criteria.

"After the two doctors were disqualified due to their employment relationship, within a week everything was turned upside down. One of the candidates submitted her resignation at a time when this could not have legal effect for this procedure. This is pure injustice," the injured doctor told the show.

Field verifications by journalists shed light on a clear abuse. At the Kavaja hospital, it is confirmed that the doctor in question who won the job in Tirana has been out of work for about a month, while at the Tirana Pediatrics it is evidenced that she has only started work a week ago. This time gap indicates that the resignation was formalized after the new position was secured, turning the entire process into a predetermined procedure.

In its response, the Mother Teresa University Hospital Center avoids the core of the problem, failing to address the key fact: the violation of the basic application criteria. Meanwhile, the doctor's lawyer, Claudio Jolli, considers the procedure to be essentially illegal.

"We note that the QSUT violated instruction 205 of the Ministry of Health. The requalification was done in violation of the procedure and without verifying whether the resignation was submitted before the application. The instruction clearly states that the candidate should not be in an employment relationship at the time of application. In this case, this was not respected," he emphasizes.

The story denounced on the Stop show openly exposes the distortion of the rules, which excludes fair competition and undermines trust in public institutions. In practice, the competitions at the QSUT turn out to be an administrative farce with predetermined winners.

Such cases are not episodic, and for this very reason, the justice system must intervene without delay and bring this matter to an end, to establish clear responsibilities and curb a culture of abuse that is eroding the foundations of the healthcare system.
