The law on constructions, mainly affecting those who live in villages, underwent changes in June of this year, where the Assembly approved the easing of permit procedures for the internal and external restoration of private houses.

According to the new amended law, the surrounding walls, roofs and courtyards can be repaired by citizens, without the need to apply and wait for a permit until the start of the works, while it is emphasized that before the persons interested in these types of works continue with the work , they must formally receive a notification in the administrative unit to which they belong.

However, while the legal changes were received by the legislative body and published in the official notebook, the police officers who deal with the criminal proceedings of persons who commit violations regarding the construction sector, seem not to have been informed about the latest news.

An unprecedented case was recorded in Divjakë, where a citizen was arrested without right from the Crimes Department on the grounds that he had built the roof of the house without permission.

The news was made known by the deputy of the SP, Erion Braçe, who criticizes the chief of crimes in Divjaka, describing him as ignorant of the content and legal changes.

Braçe writes that this is alarming and requires the attention of the responsible bodies, as such violations are scandalous and intolerable for a representative of justice.

"Even though I inform you that you don't need a permit to build a roof, not only did they accompany him, they held him, but this crime officer, must have been a crime boss, I told him that "I'm taking the papers to the Prosecutor's Office, get a lawyer and follow him".   

What kind of lawyer did you get, you idiot, what kind of lawyer? Do you understand that you are in a scandalous violation of the law, a deprivation of the citizen's freedom and a scandalous abuse of duty?

We remind you that a similar decision was also made for facilities used for agriculture, where it is expected to increase the usable surface of the land, the storage of products and the yield in greenhouses, thus facilitating the living of the residents of rural areas, who for years have faced obstacles, even penalties, in cases where they attempted to make adjustments without permission.

It is worth noting that the red-handed arrest of citizens who have made repairs without permission has cost them fines and punishments, as well as opened a strong debate in society about the harsh measures that were sanctioned by law./newsbomb
