Dear senior representatives and employees of the State Police,

I address you publicly after receiving this high task 30 days ago and an intensive work, together with the leadership team of the Ministry of Interior, to mark the new segment of our road to Albania 2030.

I come from your ranks, where after higher studies in Turkey and Germany, I joined at a very young age and had the opportunity to work and learn from the best of your team.

I have followed the growth of this troupe, its difficulties and challenges, from the inside, in various positions, and then from the outside, as a loyal benefactor who has always had a part of my heart and mind among you.

In the 22 years since I myself first donned the heavy uniform of a law enforcement and public safety officer with unforgettable excitement, I have seen this troop on very bad days and on much better days. my beginnings.

I believe that I am a sufficiently objective witness to say today that the progress of the last decade is remarkable, if we consider the critical point where the State Police had reached and the depressing feeling of abandonment experienced in our ranks until 10 years ago.

Unpaid, unfed, unclothed, unsupported with tools and motor power and worst of all, betrayed in the most critical hours of life-threatening operations, the employees of this corps did what they could, but they could never do what they could.

It was the time when the failure of police leaders and employees was a part of our daily lives and when the average number of murders in Albania, during a year, was over 100 people, or one killed every three days.

I am not here to make the history of the past years, nor to diminish the weight of any serious event that occurs in our day, when the numbers of murders and criminality as a whole are like night and day.

Referring to the starting point of the historical transformation of the State Police in the last decade, we do not need to ask for praise, but it is necessary to understand that no objective, no matter how ambitious, is impossible for us.

Ambicia jonë për Policinë e Shtetit 2030, si një trupë e denjë e Bashkimit Europian është një ambicie e mbështetur në potencialin konkret që kemi për ta ngritur Policinë në një nivel të ri, duke konsoliduar më tej tendencën në rënie të kriminalitetit dhe rritur më shpejt cilësinë e shërbimit policor në çdo aspekt.

Dua të përgëzoj sinqerisht punën e deritanishme të drejtuesve të Policisë së Shtetit, me në krye dikur eprorin dhe sot mikun tim, Drejtorin e Përgjithshëm, Muhamet Rrumbullaku. Mirënjohje për të dhe për të gjithë ata që e sollën stafetën deri këtu me profesionalizëm dhe përkushtim ndaj uniformës, duke e thelluar më tej transformimin e Policisë së Shtetit.

Sot, është dita për ta kaluar stafetën tek një tjetër gjeneratë drejtuesish, të cilët falë punës kolosale të bërë deri këtu, nuk do ta fillojnë rrugën e tyre nga gremina e vitit 2013, por nga një lartësi e arritur me mundin e me kohën e një dekade dhe nuk do të kenë asnjë justifikim për të mos e ngjitur Policinë e Shtetit në rangun e trupave më të mira të Bashkimit Europian.

Kam bindjen se ata që do të dorëzojnë stafetën udhëheqëse të kësaj trupe, që nga Drejtori i Përgjithshëm dhe të gjithë të tjerët, nuk do ta kursejnë dijen dhe përvojën e jashtëzakonshme të fituar në gjithë këto vite në vijën e parë, për të mbështetur ngjitjen e mëtejshme të trupës së policisë drejt majës së Shqipërisë 2030.

Unë u thirra në këtë detyrë nga Kryeministri Rama pa e menduar ndonjëherë se mund të isha një ditë Ministri i Brendshëm i Republikës së Shqipërisë.

Vënia e dorës mbi Kushtetutë kur bëra betimin përpara Presidentit Begaj ishte momenti më emocionues i jetës time profesionale.

Votimi i emrit tim në Kuvendin e Shqipërisë për të marrë këtë detyrë kaq të lartë ishte nderi më i madh që mund të më bëhej si qytetar i kësaj Republike dhe shpërblimi i gjithë këtij betimi është borxhi më i madh ku mund të futesha në jetën time si një njeri i këtij vendi.

As nuk e dyshoj se plot të tjerë mund të kishin kredenciale më të forta për të qenë në vendin tim, që nga ato politike dhe deri tek kredencialet e lidhjeve miqësore. Ky fakt ma bën edhe më të rëndë peshën e përgjegjësisë për ta merituar vlerësimin që mu bë, duke ma besuar këtë detyrë.

Uroj që kështu ta shohin promovimin në karrierë edhe Drejtori i ri i Përgjithshëm dhe drejtuesit e rinj të qarqeve e të strukturave kyçe të Policisë së Shtetit, në këtë kohë historike të Shqipërisë që negocion anëtarësimin në Bashkimin Europian.

Ata do të zgjidhen në javët në vijim me të njëjtën frymë dhe kredenciale, të njëjta të profilit të tyre profesional dhe meritës në punë.

Asgjë nuk do të ndikojë në procesin e përzgjedhjes së tyre, veç meritës e integritetit.

Ligji i ri i sapomiratuar i Policisë së Shtetit, merita kryesore për përmbajtjen shumë të mirë që i takon paraardhësit tim të nderuar Taulant Balla dhe drejtuesve aktual të Policisë së Shtetit, është një platformë e shkëlqyer për reformimin dhe modernizimin e mëtejshëm të trupës sonë policore.
