"in addition to the wrong message they give to the whole society, these audiovisual contents, referring to the broadcast schedule, have a negative effect especially on minors, encouraging the imitation of models and forms of inappropriate behavior", the reaction states, among other things.
Full notice of the Audiovisual Media Authority:
The Audiovisual Media Authority, AMA, during the process of monitoring and reviewing the content transmitted by the OSHMAs, referring to the requirements of Law 97/2013, "On Audiovisual Media in the Republic of Albania", as amended, has identified a recurring problem.
Appreciating as much as possible the audiovisual coverage of public order security issues, investigations to clarify current or past criminal events, assistance in the prevention of criminal acts, the investigation of suspected perpetrators, etc., AMA simultaneously notes with concern that persons with criminal records sometimes they are treated as "heroes" and allowed to act as protagonists, justifying with adventurous notes their acts of violence, other legal violations or socially harmful behavior. Such approaches encourage and justify violence or bring back the conflict between citizens.
Based on Law 97/2013, amended (Article 4, Basic principles for the activity of audiovisual broadcasts), according to which OSHMAs are guided by the principle of not allowing broadcasts that "promote intolerance among citizens", (point 2/d), "incite and justify violence" or "may incite criminal acts" (Article 33, point 1/d), apart from the wrong message they send to the whole society, these audiovisual contents, referring to the broadcast schedule, have a negative effect especially on minors , encouraging the imitation of models and forms of inappropriate behavior and consequently exerting a negative influence on their education. This is despite referring to law 97/2013, as amended, audiovisual broadcasts must "respect the rights, interests and moral and legal requirements for the protection of children" (Article 4, point 1/b).
Based on the above, the AMA has addressed several concerns for OSHMAs while continuing to monitor broadcast content.
In this context, the AMA urges all media to engage in avoiding inappropriate content that promotes and justifies violence, through the emotional glorification of people with criminal records. For the identified cases, administrative procedures will be followed, according to the legislation in force.
