The government has withdrawn from the decision to grant a concession for the payment system for public services as well as the certificate and electronic signature of businesses.

A day ago, the Council of Ministers approved a decision, which annuls a previous decision, which authorized the Ministry of Finance as the contracting authority for the granting of this concession.

"In support of article 100 of the Constitution and point 3, article 13, of law no. 125/2013, "On concessions and public private partnership", with the proposal of the Minister of Finance and Economy, the Council of Ministers decided: Repeal of decision no. .581, dated 31.8.2022, of the Council of Ministers, "On the determination of the contracting authority to undertake the procedures for awarding the concession/PPP for the project "For the provision of the public key infrastructure service (PKI)," the decision states.

The concession hundreds of millions of euros

In September of last year, the Council of Ministers approved a decision to grant the public key infrastructure with a monopoly concession to the private sector. Current laws oblige any business that issues an invoice to be equipped with an electronic certificate, but also with an electronic signature.

Today, both services are offered by ANKSI and cost respectively 4 thousand and 4800 ALL per year. Both the certificate and the electronic signature must be renewed annually at the same cost.

After the government authorized the Ministry of Finance as the contracting authority for the concession, a feasibility study suddenly appeared in the state offices. The study included in the concession not only the certificate and electronic signature of businesses, but also the service of public payments.

So, any service that citizens would receive online through the e-albania portal would be paid for through the private concessionaire, who would collect a fee for this service. If a citizen wanted a property certificate in the Cadastre, he had to go through the private concessionaire, if he wanted a family certificate as well. Practically all public services.

This brought the bill for this concession over 500 million euros in 10 years. Lobbying to push this contract forward has been very strong. But there was a problem. The Ministry of Finance was reluctant to start the concession procedure because of its illegality, but also because of the inflated costs it brought to Albanian citizens. Apparently, the reluctance of Delina Ibrahimaj and Ervin Mete to sign the concession seems to have forced the government to withdraw from the project. At least for now. While SPAK takes a series of orders to the court for the previous concessions of the government./ Kapitali.al
