The changes approved in July 2024 in the law on the State Police, for the first time, brought competition for the most important leadership positions in the blues.

The general director, heads of departments, directors of regional directorates and heads of police stations would be elected through a competition by a commission that selects the candidacies, ranks them and scores them from the best to the weakest. During the operation of this law, the last 2 heads of the State Police, Ilir Proda and Skënder Hita, were elected through a competition, including their managerial subordinates.

But, 2 years later, the Socialist Party MP, Bujar Rexha, has submitted to the Assembly a new draft law on the State Police, through which he requests changes. More specifically, Rexha requests the abolition of the competition for the main positions of the police, except for the major leader, and there are several arguments for this in the explanatory report.

" The selection procedure for the leaders of high-level police structures has become an obstacle to the exercise of their activity, significantly reducing the response and productivity of both administrative and operational activities, due to a competition process that is too long and lacks selection productivity. The development of this process has increased bureaucratic, formal and not at all effective procedures for the selection of leaders in high management positions, that of deputy director general, department director, local leader and even the chief of a police station ," says Rexha in the report.

The current law makes it clear that the moment the police chief leaves office, ends his mandate, resigns or is dismissed, he cannot return to a rank lower than "major leader", permanently leaving the police.

MP Rexha proposes that after leaving his senior position in the police, he be given the rank of "first director", and in this way he can continue his career in the police, in various functions.

" A former Director General is not just a name, but represents a decades-long investment by the state, with high academic knowledge and experience in international relations. The assessment of the creation of legal spaces for his continuation in police structures allows this experience not to be lost, but to be used in advisory, pedagogical functions at the Academy, or as a contact officer. This responds to the need for managerial knowledge to continue to serve the institution, without compromising the authority of the successor director ," Rexha says in the report.

Changes are also proposed for the rank system. Until now, all ranks in the police passed from one to the next in 5-year intervals, but Rexha proposes that the ranks "commissioner" to "chief commissioner" and "chief commissioner" to "director" be shortened to 4 years.

"A term of 5 years for each rank is considered more of a formal and overly long criterion, creating a demotivation among professionals who produce results. From this perspective, with the aim of a more flexible system, reducing the term of stay in these ranks is appreciated, avoiding time as a formal element and shifting the focus to performance. It makes no sense for a competent police officer, who delivers results in crime investigation or public order, to be subject to such a long term, while there is an urgent need to fill vacancies at the management level," Rexha says in the report.

The Director General of the State Police is given the authority to award promotions in rank even in special cases, without exceeding the threshold of specified years. In recognition of heroic acts, sacrifices or high risk taken in the service of order and the fight against crime, the Chief of Police may award certain employees with the next rank.

The proposed changes are expected to pass through parliamentary committees, where there is expected to be considerable debate between the ruling party and the opposition. After the committees, a vote in the Assembly and entry into force are expected within the parliamentary session./shqiptarja.com
