The Fier Prosecution Office uncovers the Bankers Petroleum fraud scheme,
"Bankers Petroleum Albania Ltd"

For two decades, "Bankers Petroleum Albania Ltd" developed a veritable model of corruption, where jobs were bought with thousands of euros and profits were hidden behind false declarations of losses.

An in-depth investigation by the Fier Prosecutor's Office has struck at the heart of the company "Bankers Petroleum Albania Ltd", revealing a vast network of fraud and abuse.

14 security measures have been issued for the company's executives and former executives, while 9 of them have already been executed. Meanwhile, 5 foreign citizens have been declared wanted.

The investigations, launched after a complaint from the Tax Investigation Directorate, have uncovered sophisticated schemes for concealing income, money laundering, abuse of office and VAT fraud. The prosecution points out that the company used fraudulent methods to generate fictitious profits, thus avoiding tax obligations.

“Bankers Petroleum” appears to have developed intensive commercial activity in the oil-rich Patos-Marinëz area, from 2004 until the end of 2024. However, the company has declared losses for each year, thus avoiding any tax payment to the Albanian state. In total, over 532 billion lek in revenue was realized from sales and exports, while tax declarations justified losses of 11.6 billion lek.

The fraudulent schemes include fictitiously inflating expenses to avoid paying income tax and illegally obtaining VAT refunds. The company is suspected of falsifying financial documents and conducting suspicious transactions with companies and individuals both domestically and abroad.

Another worrying aspect of its operating model was corruption in employment policies.

According to testimonies and investigations, to secure a job in the company, bribes starting at 5 thousand euros were demanded, even for the lowest positions.

The prosecution suspects that the entire company structure functioned as an elaborate scheme for personal gain and avoidance of legal obligations. In collaboration with other individuals and companies, “Bankers” built an entire network of dubious operations that served only to hide real profits.

From the controls carried out in the company's premises and private residences, important evidence supporting the accusations of fraud and money laundering was seized. 9 (nine) personal security measures of a coercive nature were executed against the current Administrator of the company HX, the former administrator of the company "Bankers Petroleum Albania Ltd", L.Ç, as well as against several other citizens L.Ë, K.Xh, AK, DG, M.Th, MI and EA, with management positions in this company. While 5 (five) citizens, mainly foreigners, were declared wanted. The charges against them are: “Creating fraudulent schemes related to value added tax”, “Hiding income”, “Laundering the proceeds of a criminal offense or criminal activity”, “Abuse of office” and “Failure to perform duties by tax authorities”, provided for by articles 144/a, 180/3, 287, 248, 181/a of the Criminal Code. This intervention was considered necessary to prevent the destruction of evidence and to stop the escape of the suspects.

Despite the official statements of "Bankers" about continuous losses, the amount of oil extracted and the income from exports and domestic trade constitute clear indicators of the huge profits that were hidden through forged documents.

The prosecution has warned that investigations will continue, as there are indications of the involvement of many other actors in these fraud schemes, including institutions that have turned a blind eye to this organized structure.

In conclusion, the authorities express their determination to advance the criminal prosecution of all those who have contributed to damaging the financial interests of the Albanian state through "Bankers Petroleum".
