The Special Prosecutor's Office sees as a problem which affects its investigative processes, the refusal of extradition for some characters of the world of crime by the authorities in the United Arab Emirates.
SPAK presents this concern to the Assembly in the annual report based on the work of this prosecution during 2022.
"The fact that in the United Arab Emirates, namely in the city of Dubai, there are a large number of wanted persons with security measures "arrest in prison" for criminal offenses within the framework of organized crime, for whom there are no extradition is granted by the justice authorities of the United Arab Emirates".
The two publicized cases of refusal of extradition are related to Florenc Çapjen and Plaurent Dervishajn, the latter with two security measures "Arrest in prison" by SPAK.
But the number of characters declared wanted by the Special Prosecutor's Office who are staying there, is believed by the latter to be much higher.
In the annual report, SPAK also states that Albanian criminal groups are seen by partners as having a significant impact on international drug markets.
"These criminal groups are active not only in the region but also in some EU countries, Great Britain, Turkey, the USA, etc. On the other hand, criminal groups led by Albanian citizens have managed to have direct access to the countries of origin of cocaine production, creating strong ties with criminal organizations in Latin America".
An indicator of organized crime in recent years is the transfer of money to offshore companies or tax havens, increasing the difficulty of tracking them./Tv Klan
