Other details come to light from the AKSHI file, where Daniel Shimë's name is increasingly appearing at the center of internal communications that cast doubt on procurement procedures.

In wiretaps administered by investigative bodies, also obtained by Syri , Shima appears as a key figure in coordinating actions related to tender cancellations and preparations for re-advertising, communicating directly with other officials involved in the process.

In one of the conversations, he intervenes in determining the composition of the bid evaluation committee, while requesting to be informed in advance about the decisions, hinting at an active and influential role in the process.

References to cancellations for "non-participation" and the inclusion of certain operators in later stages of the procedure raise questions about the transparency of these practices, at a time when Shima held the position of deputy director and collaborated closely with procurement managers.

Excerpts from the wiretaps in the AKSHI file:

Emirton Suli:  I need a KVO for "Green", 2 + 3 field specialists, so we can do a PCV since no one showed up, and a cancellation notice so we can be ready for re-advertising.

Daniel Shima:  5 people, right?

The tender is to be awarded to Gerond Meçe's ABS company, whose employee turns out to be Alba, the name that comes up in the conversation. Meanwhile, Marko is the director of Infrastructure at AKSHI.
