Deputy Prime Minister Belinda Balluku has inspected the 9-story building built without permission in the Farka area, denounced a day before by Prime Minister Edi Rama. This inspection was in implementation of the government's decision to confiscate buildings without permission.
Balluku said that the Government will not directly confiscate the property, but will give two options to the investor: either pre-purchase it at an indexed price above the real market price and the money gained will be poured into the New Ring expropriation fund or it can donate them, to be used as apartments for social housing or office environments for institutions.
According to Balluk, if the investor does not accept any of these possibilities, he will be prosecuted.
"We are located in Farka, this is the first public communication we are making regarding the decision that was taken with the VKM, it is a VKM that deals with constructions without permission that will be confiscated and used for the benefit of the public. This is an example of why we chose to come to Farka and choose this building, symbolic of breaking the law 7 floors above the ground, 9 floors of construction without any documents. Builders can pre-purchase the flats without permission at a price indexed to the real market price and the proceeds will go into the New Ring Expropriation Fund or they can donate them to be used as apartments for social housing or office environments for institutions. Meanwhile, for all cases there is also a fine for each square meter and for cases when the builder does not accept pre-purchase or gift options that lead to the discourse of additions for social reasons, said Balluk.
