Earthquake palaces in Shijak

Fiks Fare made an observation in the "Lugina" neighborhood in Shijak, where dozens of buildings have been built after the earthquake of November 26, 2019.

Hundreds of families moved into new homes in May 2023. The total cost of the buildings was over 30 million euros. The constructions have been completed, as the residents have complained to the newsroom of the investigative show about the lack of conditions.

The elevators have not yet been put into operation. Sick old people, pregnant women and minors climb the upper floors by stairs. The residents' problem is the basements that have started to fill up with sewage. The construction companies also left the flower gardens and green areas untouched, as the residents have rolled up their sleeves and are maintaining them themselves.

Fiks Fare reporters went to dozens of entrances, finding that the elevators were installed but not functional. "We put some of them to work ourselves. We contributed to all the residents and gave it to the owners of the construction companies. Payment everywhere" affirm the residents. According to them, elevators have been placed on those stairs that have been paid for. In others, no!

After this finding, the journalists go to the basements and garages of the underground floors. Fix's camera found that most were filled with water. Even in some of them there was sewage and heavy smells. The film also filmed some residents who tended the flower gardens themselves. "We are doing them ourselves. It should have been signed by the municipality. We are maintaining them for our children," they say. Others also complain about the quality of the apartments. "I did it from scratch. The plumbing left a lot to be desired. Water was flowing. All the buildings had the same problems," they complain.

The Fix reporters go to another building and film an elderly man who can barely get up and down. He has his house on the 5th floor. He says that he has some accompanying diseases, with a heart, he has done by-pass. "I went several times to the Municipality of Shijak, and the mayor welcomed me. He talked to the elevator guy. They lied to us, not now and later and until today nothing," he claims, as he says that he moved into the apartment in May 2023.

Meanwhile, there is also a pregnant woman in the same building. He says that he has a very sick mother-in-law and that they live on the seventh floor. "The doctor has given me bed rest, but I go up and down several times because I also have my mother-in-law. I'm pregnant but I have nothing to do," she claims.

Fiksi is interested in Shijaku Municipality, where he talks with the vice-mayor Shpresa Domi. He claims that the reconstruction was done by the Albanian Development Fund, as he adds that the Municipality of Shijak is among the first to be at the end of the reconstruction process. He further asserts that some problems have appeared, which some have forwarded to the ADF, while others are trying to solve them. According to her, the problem is the elevators installed but not connected, since the company did not want to damage them. This is because residents use them to transport household furniture. At the end he adds that there are some problems in the basements and that they will solve them.

But how much did these buildings cost? Fiks Fare browsed the documents of the tenders carried out by the Albanian Development Fund. The palaces in that neighborhood cost about 30 million euros. Elevators, basements and flower gardens were foreseen in these documents.

In 2020 and 2021, 5 procedures were carried out, worth 2.7 billion ALL. Even tenders have been made for the construction of the road and infrastructure network worth 200 million ALL. In the whole "Lugina" neighborhood, 31 buildings have been built, on an area of 25 thousand square meters. A total of 660 apartments were built, most of which were delivered in May 2023.

Central and local politicians declared that a significant part of this area would be parks, green spaces and service facilities. But, as Fiks Fare found out, the green spaces are being maintained by the residents themselves!
