The show Fiks Fare denounced a scandal within the justice institutions, where a judicial police officer at the Prosecutor's Office of Elbasan received a bribe of 1,000 euros.
The event takes place in the office of the officer Anila Dushku, who after accepting the bribe promises the elderly woman that she will "finish the job". A few days after making the payment, an envelope from the prosecutor's office arrives at the complainant's address, informing her that this body has asked the court to stop the investigation, because the criminal offense of construction without permission has been amnestied by the Parliament of Albania.
The 68-year-old Hava Lloga, who a few years ago was prosecuted and sentenced for construction without a permit, because she built a house for herself and her son in the village of Qender Librazhd, complained to the editors of the Fiks Fare show. Then he started building a house for the other son and proceeded again. "My problem is with these houses that I was sentenced to 2 months of house arrest. It's been 3 years since I built the house like everyone else without a permit and then legalized it. Then I started building the other son's apartment. I followed the works together with the builders, as the boy is in Greece," says the elderly woman.
He further clarifies that the works started 3 years ago. "The police came and filled out the papers. I was called by an officer named Anila, she is an officer at the Prosecutor's Office of Elbasan. She followed the entire procedure. Now he tells me he wants 1 million lek to close the son's case. He told me he loves the boy, I told him. If you wanted it, he told me, to close the case, give me 1,000 euros. I met him yesterday at the Elbasan Prosecutor's office. Now I don't know why I'm closing it, I have the land papers and you don't have any papers, there isn't a palm of land", says the 68-year-old.
She says that she testified to the Librazhd Police that she was building it for the boy. "I'm building them for them, because I don't have to take them with me because I'm old. The little one went to Vlora with the children and the other one to Greece and I followed the works. The mayor told me to build and then brought the police. These policemen took the papers to the prosecutor's office and I met this Anila on the first floor, inside the prosecutor's office. I told him, tell me what's wrong. He told me to give me 1,000 euros to close the case", claims Havaja.
The fic asked him that if he does not give him this amount, what happens to the case. "He gave me a deadline. Until this date wait. Where can I find them, I get 200 thousand lek. I am sick. I can't eat. He told me to close the case, but he didn't... I don't know what happened to the boy, that he fled to the mountains with the children to Greece", says the elderly woman. Then he shows that, before he built the houses, he lived in a hut. "I lived in a hut, with snakes. I built this hut in 1997-1998 when we came to this place. Black life. This is where I lived before I built the house. It's good that they don't help us, but they don't leave us alone", she continues, while asserting that there is no way she can make this payment. "I don't have to eat bread, I get 200 thousand lek. What should I do, pay electricity, pay water, take medicine or eat! Calculate the month", she concludes.
After the complaint, the elderly woman calls officer Anila Dushku to meet her. OPGJ tells him to come on Monday and we will meet. The elderly woman goes near the Prosecutor's Office of Elbasan and after meeting OPGj, they go to a bakery. In this place, the officer tells him that "with 1,000 euros, the case is closed". And "when you come and bring it, shut up." "(1 thousand euros) and nothing else. You have no business with anyone. OK? Don't talk to anyone. You, you had brought today and you were not going to come again. So don't be sorry. That I spoil the boy's work. That whole house was built and 1 million lek is nothing. So when I'm done with that job, I'll keep them in my pocket. Now you will come and call me before you come", says the officer to the elderly woman.
The elderly woman goes to Elbasan on the day the prosecutor's office made an appointment with her. Before the meeting, she puts in a bag the sum of 1 thousand euros and 10 thousand old lek. The officer takes him inside the Prosecutor's Office of Elbasan. Her office is on the first floor of the building. He takes it inside the office and the staff asks for the amount. The elderly woman takes out the bag and asks OPGj to count them. "You counted them, mother," he replies, as he puts the bag in her drawer. The old woman tells her that she has another 10,000 lek for the road. She takes out 10,000 Lek and says put it in your pocket. He then tells him that now the decision will come by mail.
A few days after the payment, an envelope from the Prosecutor's Office of Elbasan arrives at the apartment of the elderly woman in Librazhd. It is a decision to suspend the criminal proceedings for construction without a permit. The decision was taken on July 15, 2024, by prosecutor Xhelian Seferi. The prosecutor writes that the criminal proceedings are numbered 359, dated March 30, 2023, the day on which the Librazhdi Police went to the apartment of the elderly woman Hava Lloga and prosecuted her for building without a permit.
In the decision, the prosecutor writes that the constructions are without permission, but those constructions were made before March 31, 2024 and the criminal offense of "illegal construction" was amnestied by the Parliament of Albania. So, the citizen has paid the OPGj the sum of 1 thousand euros, although the criminal offense has been amnestied and the prosecution should have made a decision long ago!
