Mysterious building on Kashari Pass is blocked due to debts

For many years, a magnificent building on Qafë e Kasharit, in Tirana, has attracted the attention of many people traveling from the capital to the airport or the south of Albania.

With an "imperial" style and a clearly very expensive investment, that building has always been associated with a "mystery", since, beyond the expense, it never seems to have been put into operation.

A few days ago, "Amadeus Palace", this is the official name of the building, was blocked, after the company with the same name that owns it, has not paid its obligations to a subcontractor company for more than two years.

The amount of debt is not large in the face of a colossal investment - only 15 thousand euros -, but the situation proves that the ultimate owners, spouses Besim and Elisabeta Elshani (Gjoni), seem to be in serious financial difficulty in meeting expenses.

In fact, the Elshani spouses have presented themselves in promotional shows as the real owners of the company "IFC" shpk, owner of the entity "Amadeus Palace" shpk, since there is no sign of them in the Public Registry of Beneficial Owners of the National Business Center (NBC).

Debt blocking

In January 2026, the company "Euro Beton 2005", which was contracted by "Amadeus Palace" to carry out some construction work, requested from the Tirana Court to issue an execution order for a dozen unpaid invoices from the Elshanaj company.

Data provided by "Boldnews.al" shows that the debt, amounting to around 1.5 million new lek, had remained unpaid since 2023.

This unpaid debt, but also other possible ones, had put "Euro Beton 2005" itself in financial difficulties, which in turn is under seizure for unpaid debts to a third company, "Lim-Em", shpk.

On January 23, 2026, the Tirana Court accepted the request of "Euro Beton 2005" for the issuance of an execution order, thus forcing "Amadues Palace" to repay the obligation.

For three months, the owners of the “Amadeus Palace” building have not voluntarily fulfilled their financial obligation. Under these conditions, a court bailiff has ordered the blocking of the shares of the company “Amadeus Palace shpk”, until the implementation of the court decision.

The owners of "Amadeus"

There has always been public curiosity about who built the "mysterious building" on a very important national thoroughfare in Albania. There have been rumors about the involvement of important people in politics and business.

"Boldnews.al", referring to official data and documents, finds that all phases of ownership of "Amadeus Palace" are related to Besim Elshani and Elisabeta Gjoni (Elshani).

The spouses from Kosovo founded the company "Amadeus Group" in Albania in 1997. In 2011, the parent company decided to transfer the economic activity for the construction of the "Palace" hotel to a subsidiary company, "Amadeus Palace".

In 2015, the shares of "Amadeus Palace" were transferred to a company based in France, "IFC" SAS, which was also run by Besim and Elisabeta Elshani.

A year later, in July 2016, "Amadeus Palace" was transferred to the company "MB Group" shpk, which in turn had owners from the French "IFC" of Elshnaj and a "French Investment Fund", who shared the shares 50-50 percent.

This transaction brought them back to square one just three months later, in October 2016, when "MB Group" leaves and "IFC" returns as owner of "Amadeus Palace".

In 2018, Amadeus Palace recorded another shareholder change, a transaction that essentially did not change the names of the ultimate owners.

"IFC" SAS, registered by Elshanaj in France, transfers all shares of "Amades Palace" to a company with the same name, "IFC" shpk, registered in Kosovo by the two spouses.

In 2022, “Amadeus Palace” suspended its activity in the National Business Center. It is now also blocked due to unpaid debts. (Boldenews.al)
