The capture and killing of Nuredin Duman, during the July-November 2020 period, had become one of the main priorities of the Dubai group, which is led by the brothers Hajdar and Franc Çopja.

During this time, the group is systematically engaged in finding people, and the man who was acting on the ground to conclude agreements on behalf of Franci, was Arben Lamçja.

The latter is not unknown to the criminal police and SPAK, which currently accuses him of "Providing the conditions to commit murder" in the form of "Structured criminal group" and "Cleaning the proceeds of the criminal offense".

Lamçja, who is known otherwise and with the last name "Dobrova", was arrested and extradited three days ago from Kosovo, while this is not his first experience with Albanian justice.

Initially, his name appears in the records of Italian court convictions, since in March 2011, he was sentenced by the Brescia court to 12 years of imprisonment for the charge of Exploitation of prostitution and "Criminal cooperation".

The fact consisted of using a foreign citizen as a prostitute during the period November-December 1999 to February 2000.

But this sentence was increased by another two years by the Court of Appeal of Brescia, sentencing Lamçja to 14 years in prison.

Arben Lamçja was extradited to Italy to serve his sentence, but due to an amnesty, he only served 3 years of imprisonment.

On November 8, 2011, the Anti-Organized Crime and Traffic Sector in the Elbasan Police Directorate arrested Arben Lamçja, based on the arrest warrant no. 6559/00 R GIP, dated March 26, 2011, issued by the Court of Brescia, Italy.

The Prosecutor's Office at the Court of First Instance for Serious Crimes has registered the property proceedings of 2011 against the citizen Arben Lamcja, investigating his assets and those of his relatives, for the period 2000-2011 and following.

But this subsequent case did not succeed as it fell by the wayside and all the seized properties were returned.

Analyzing the communications in the "Sky" application, it turned out that Arben Lamçja had constant contact with one of the Çopja brothers, Franc Çopja.

The latter instructs Lamçja to find people so that in exchange for payment they kill Nuredin Dumani, after he had caused him many problems.

According to Franc, all of them, Nuredin Dumani and Dashnor Dumani, have been by his side but things broke down and went off the rails, for one thing in vain, for the work of a car that the short one took.

But Franci tells Ben that Nuredin Dumani has already joined the side of his opponent and the person who has the problem in Albania, Erjon Alibej (Krymi).

For the realization of this event, talks were held between Franc Çopjas and Arben Lamçja, where Franc offers 1 million euros in the first case. While in the second case, 250,000 euros are offered for locating and finding Nuredin Duman, as well as 500,000 euros for his murder, in order to put him out of circulation. In total 750 thousand euros.

In the first case, Arben Lamçja meets with a person called Asllan, who is believed to be a close friend of Nuredin Dumani, already arrested in the "Golden Bullet" operation.

Franci tells Arbeni to meet Asllan in order to get information or any indication of where Nuredin Dumani can be. He even asked Beni to offer 1 million euros to Asllan to kill him, just to get Nuredini out of circulation.

Meanwhile, on October 7, 2020, Arbeni informs Franc that he has met with Asllan and that he is ready to cooperate with them. "...when I broke up with Asllani, the conversation is for the better. I'm ready to have Asllan, I won't cry all day..." Ben says to Franc.

But the organization did not hang its hopes only on Nuredin Duman's strike through Asllan.

This is after a second plan is implemented, where it is suspected that a police team is put into action, which is able to track even through the interceptions they carry out themselves.

On October 29, 2020, Arben Lamçja tells Franc Çopja that on that day he met with a person, with whom he talked about a matter for which Arben Lamçja and Franci met and talked in Dubai, in October 2020.

According to Arben Lamçja, the person with whom he talked has undertaken to do the work, but first I need to find the car he drives, a phone number or his location.

Arben Lamçja tells Franci that the person is the group commander and that he wants the person's data to be 1000 percent accurate.
Franc Çopja tells Arben Lamçja that he is a person who meets him (Nuredin Dumanin) and deals with vehicles (Auto Borova) and then sent him the photo of the citizen, Vilson Balla.

According to Arben Lamçja, the person he met suggested to him that the information they will give him is correct because he wants people on the move to follow people as they need to be saved. Arben Lamçja asks Franc how much lek will be promised to this person regarding this job.

Two days later on November 1, 2020, Arben Lamçja tells Franci that he met with the person who took over the execution of Nuredin Duman.

According to Arben Lamçja, the person he contacted offered 250,000 Euros for the capture of Nuredin Dumani and 500,000 Euros for the execution of Nuredin Dumani.

Arben Lamçja tells Franci that the person who has taken over the execution of Nuredin Duman has told him that they have their own interceptions, creating suspicions that the person is an employee of police structures.

From the conversations it is evident that the person who met Ben in the following weeks before doing the work (execution) asked to be notified in order to move the person who will guard him.

Franci told Arbeni that Nuredin Dumani met yesterday with Ilirjan Feçi from Kavaja and gave him orders to execute Dine Çami (Abedin Maman).

According to Franc, there are many possibilities that Nuredin Dumani is in the area of ​​Kavaja and is at Ilirjan Feçi's house.

According to Franc, the two most likely places where Nuredin Dumani could be are citizens Vilson Balla and Ilirjan Feçi.

Following the conversation, Arben Lamcja tells Franc Gergely that he has met the person who took responsibility for Nuredin Duman's murder and that he gave him the names of Vilson Balla and Ilirjan Feçi.

Next, Arben Lamçja writes to Franci that the person who has taken over the execution of Duman will now be released, he just needs some time.

Meanwhile, on November 30, 2020, Arben Lamcja tells Franc that he has met the person and that he is working together with other people and that it is important that Nuredin Dumani has not moved from Albania.

For these two episodes, SPAK has charged Franc Çopja and Arben Lamçja with "Providing the conditions to commit murder" in the form of "Structured Criminal Group" against Nuredin Duman, who is another hired killer. Taken from Oranews
