Currently, Albania has extradition agreements with only 5 countries, the USA, England, Italy, Spain and Kosovo, while in other cases it includes Turkey, acting according to the law on jurisdictional agreements with foreign authorities for criminal matters.

Ibrahim Lici is one of the most wanted of the Albanian police, who is accused of a multitude of murders through assassinations in Shkodër. The most recent was that of Endri Mustafa in 2021 in the area of ​​Livadhe in Shkodër.
