Following a wide practice of confiscation of telephones and other computer equipment belonging to Albanian citizens and not only, has brought another investigative methodology that is being practiced every day more and more by SPAK and not by other prosecutors in the districts.

This methodology is considered a surprise and is carried out by BKH agents and SPAK prosecutors. The surprise that has the "flash" effect, previously creating a scenario that you as an individual have been called to that building simply for a small routine clarification.

During these 6 years of operation of SPAK in Albania, phones and laptops have been seized from various people on the street, at home, in bars and even in their offices or safes.

A few doubts of the SPAK prosecutor are enough, that on the phone of X official, X policeman, X soldier, X lawyer, X doctor, X judge, or even X journalist, there is significant evidence for the investigation of his file, to be included in action schemes for confiscation of telephones up to Laptops, computers and other electronic items.

SPAK repeated such a strategy on August 1, 2024, collecting the phones of the senior leaders of the State Police and the director of the Elbasan Police, after suspicions that they could have leaked information related to the operation of July 29, 2024 for the arrest of 33 people who were considered to be members of the "Copja" group in Elbasan.

First, the phones are examined by BKH officers, being photographed if their data is open (phones without a code) and then they go to a second process, for a more important examination, which is the cybernetics laboratory, inside the building of SPAK.

The journalist of "Ora News " Elton Qyno, has discovered that for several years SPAK has introduced two foreign companies inside his building, which offer their service and assistance to break telephone codes and other computer equipment.

The two private companies, one Israeli and the other Croatian, have entered SPAK, to provide their assistance in breaking the codes of computer equipment and telephones, which then enables the collection of any data carried in their memory by these used equipment. by citizens, but which are seized by SPAK.

It is about the company "Cellebrite DI Ltd" based in Israel, which is a world leader in the field of computer security, and the other company "INSig2 doo" based in Zagreb, a leader in the Balkans and Europe.

The Israelis of "Cellebrite DI Ltd" is a company with 3 owners established in 1999 in Israel.

Through unpublished secret contracts, but made with direct negotiation, these have entered the SPAK in recent years, but it is learned that they operate in 14 different countries, concluding hundreds of contracts with security and law enforcement agencies, and providing experience theirs in the field of cyber security.

On the other hand, SPAK with a secret procedure has also contracted the Croatian company based in Zagreb, "INSig2 doo" which is managed by Goran Oparnica.

This company is the leader in the Balkans for examination equipment for mobile phones, computers and others, concluding contracts not only with SPAK, but also with the police of Croatia, Montenegro, etc.

On September 16, 2024, for the Croatians of "INSig2 doo" SPAK decided to spend 36 thousand euros from the budget only for the renewal of licenses of equipment and examination programs for mobile phones, computers and other equipment, not counting the purchase of programs.

The contract is expected to extend the service effect throughout the 12 months of 2025. Meanwhile, it is learned that this Croatian company was present in SPAK in 2022, 2023, 2024.

This company concluded the service for the year 2024 through a contract signed on December 12, 2023, against a value of 34 million ALL.

Whereas the Israeli "Cellebrite DI Ltd" through a secret contract concluded on December 18, 2023, have benefited a value of 151 million ALL, in order to provide assistance and license renewal services for the maintenance of expertise sector equipment throughout 2024 .

These two companies dismantle all phones that SPAK and BKH seize, including other computer equipment, thus avoiding examination of these equipment and cooperation with the State Police.
