Resort in Qeparo, factory in Vaqarr, farm in Mamurras, bars, alienated public properties, a network of companies, NGOs that have benefited from hundreds of thousands of euros of public money, fictitious contracts and dubious transactions. This is just a part of the camouflaged wealth empire of the Minister of Economy and Innovation, Delina Ibrahimaj, in the name of her family circle, especially in the name of her husband and father-in-law, Andri and Përparim Ibrahimaj.
The evidence raises serious doubts about a several-year corruption and money laundering scheme, the use of power to enrich the family, through the appropriation of public money and property, the exchange of interests, favoritism, etc. The NGO Tirana Ekspres, with the executive director being the husband of Minister Andri Ibrahimaj, which has benefited from over 250 thousand euros from the state budget, is one of the threads of Minister Delina Ibrahimaj's profiteering.
Part of the public money that went into the NGO's account after 2019 turned out to have ended up in the pockets of the husband of the Minister of Economy in the form of a salary. Meanwhile, this resort in Qeparo, a multi-million euro investment on alienated public property, is one of Minister Delina Brahimaj's hidden assets.
In June 2021, Minister Delina Ibrahimaj's father-in-law, Përparim Ibrahimaj, founded the company ATLANTID HOSPITALITY shpk, with capital of 100 thousand lek, with administrator Andri Ibrahimaj, the minister's husband.
With a capital of only 100 thousand lek, Ibrahimaj's father-in-law built this resort, raising serious suspicions of money laundering. In addition to the lack of a legal source of funds, according to sources, the hotel was built partially without permission and on public property alienated with false documents.
It is not known whether this property coincides with a declaration by Ibrahimaj's husband in 2015, when he said that he owns 7.3 thousand m2 of land, but if SPAK and BKH were to conduct a simple verification, they would discover that this property declaration is also false, as there was also a house on this land area, which was not declared.
The flourishing of businesses and the multiplication of assets in the name of her father-in-law and husband coincide with the trust that Edi Rama has given to Delina Ibrahimaj as Coordinator in the Prime Minister's Office, Director General of INSTAT, Director General of Taxes, Minister of Finance and Economy, Minister of State for Entrepreneurship and, most recently, Economy and Innovation.
Thus, a 3-story building in Vaqarr, Arbanës Street, 500 m from Hotel Kështjella, which serves as a factory for the production of aluminum foil, is suspected of being another hidden asset of Minister Delina Ibrahimaj. In April 2024, Minister Ibrahimaj's father-in-law bought 33% of the suspended company ALBANIAN ALUMINIUM FOIL. A few months later, through this suspended company, an aluminum foil factory was established in Vaqarr, an investment of hundreds of thousands of euros with a dubious source.
The gas distribution company Agi Gas is another business owned by the same family circle. Through the company Agi Gaz, Minister Ibrahimaj's father-in-law has a 45% stake in the gas company Al.p.in sha, which is being investigated for embezzlement of public property. Through a corrupt privatization and several questionable decisions, Al.p.in sha has laundered thousands of square meters of public land at the former Party School in Tirana. The alienation of public property was finalized after the SP came to power in 2013.
In the name of Minister Ibrahimaj's husband, Andri Ibrahimaj, there is a network of companies and NGOs, whose financial success coincides with Mrs. Ibrahimaj's rise to government positions. In December 2021, Minister Ibrahimaj's mother-in-law, Teuta Ibrahimaj, founded the various handicrafts company 'Artizanes', selling it to her son, Andri Ibrahimaj, in 2025.
The company with a capital of 100 thousand lek camouflages a workshop in Tirana with the address Municipal Unit No. 2, “Tefta Tashko Koco” Street, Palushi Palace. Before buying it for a symbolic value, the minister's husband turns out to be employed by the company Artizanes shpk.
At the same address, Andri Brahimaj, in 2023 and 2024, founded two companies 'Te baçja' and 'Baçja', with activities in the field of bar-restaurant, event organization, catering service, etc. Two companies with almost the same name, the same activity and the same place of activity.
Through these two companies, Delina Ibrahimaj's husband, in a short time, has circulated tens of thousands of euros, raising strong suspicions of a money laundering scheme. Part of this money has passed into Andri Ibrahimaj's pockets through his salaries and profit sharing.
In November 2023, Minister Delina Ibrahimaj's husband founded the Red Field Farm company to establish a farm in Mamurras. In 2024, the company turned a modest profit, but the farm in Mamurras dictated an investment worth thousands of euros.
The name of Minister Delina Ibrahimaj's husband, Andri Ibrahimaj, is also linked to the company Urban Distribution shpk, a company that is strongly suspected of being used for money laundering. The company for the production and packaging of food products, waste collection and processing, etc., was founded in 2008 by Andri Ibrahimaj, who later donated 20% of the shares to Delina Agolli (Ibrahimaj).
The company's location is exactly at the former Party School in Tirana, where Minister Ibrahimaj's father-in-law has alienated thousands of m2 of public land through the companies Agi Gas and Al.p.in, collaborating with an Italian company. The former Party School also had a criminal record for the appropriation of public property. Meanwhile, the company Urban Distribution shpk of the couple Andri and Delina Ibrahimaj continues to make losses.
In August 2010, Delina Ibrahimaj returned 20% of the shares to her husband Andri Ibrahimaj. In September 2019, Andri Ibrahimaj sold the company Urban Distribution shpk to citizen Julian Hyka. The latter sold the company to the company CHICKEN FARM ALBANIA with administrator and partner Marenglen Meqemeja. Behind the company stands businessman Sokol Meqemeja, who has been indicted by SPAK for money laundering.
A year after the sale of the company at a loss to Julian Hyka, Delina Ibrahimaj's husband, Andri Ibrahimaj, declares 240 thousand euros in income from a company that was practically no longer his. The income is justified by the return of contributions to the bankrupt company and arrears of wages. This 2020 asset declaration, where around 240 thousand euros of suspected dirty money were introduced into the banking system, has not attracted the attention of the HIDAKPKI nor the SPAK.
Evidence raises strong suspicions that the company Urban Distribution and citizen Julian Hyka, with no business history, were used by the Ibrahimaj couple to launder at least 240 thousand euros single-handedly in 2020. Not only that. But, during 2020, Delina Ibrahimaj's husband also received 25 thousand euros from the company CHICKEN HOUSE, camouflaged as a salary.
The chicken meat company CHICKEN HOUSE, which gave 25 thousand euros to the husband of Minister Delina Ibrahimaj, is owned by the company CHICKEN FARM ALBANIA, which bought the bankrupt company Urban Distribution shpk from Andri Ibrahimaj.
It is hard to believe that the husband of Minister Delina Ibrahimaj really worked in the chicken company of businessman Sokol Meqemeja. So why did Meqemeja transfer 25 thousand euros + 240 thousand euros to the account of Minister Delina Ibrahimaj's husband? Has she finalized the procedures and signed decisions in favor of businessman Delina Ibrahimaj as a minister?
