As he is serving a life sentence for the murder of his girlfriend and her mother, the former SHIK agent, Marjan Rroku, has started another battle with justice.

This time, he claims violation of rights related to employment, social rehabilitation and re-integration, communication with family members, or living conditions in Burrel prison.

The object of the request is the restoration of the convict's rights. He has turned to the court, as he has not found a solution in administrative ways with the prison directorate.

His legal confrontation has become a ping-pong between the court of Mati and the Administrative Court in Tirana for competence, a matter that was recently resolved by the Supreme Court.

An Administrative College of the Supreme Court decided that the competent court for examining Rroku's request is the Court of Mati, annulling the decision on the declaration of incompetence of June 2022 and continuing the trial of the request.

Marjan Rroku was charged in absentia with life imprisonment by Albanian justice in 2002 as the author of the murder of Alda Canaj and her mother, Mbarime Canaj, an event that occurred in 2001 in the capital.

He was arrested in the USA and extradited in 2014, since which time he is serving his sentence. In 2016 and following, he asked for the reopening of the case, a request that was rejected at all three trial levels, a decision that was not violated even by the Constitutional Court.
