Sentenced to 25 years in prison by the Italian state for murder, kidnapping and forcible sexual intercourse, Ilir Paja , a well-known exponent of crimes in Italy.
Paja has been released from his cell in Albania due to exceeding his pre-trial detention period.
The decision was issued on February 17 by Appeals Judge Brikena Ukperaj, who accepted Prosecutor Arta Marku's request to change the security measure.
Ilir Paja has been placed under house arrest, while his case has been circulating in the judiciary for years.
The reason is the recognition of the serving of the sentence imposed by the Italian court in the Albanian state.
The Court of Appeals blames the Ministry of Justice for ending Paja's 3-month detention period, arguing that it delayed the transfer of documents to Italy.
The ministry itself denies this reasoning, explaining that the documents were sent on time.
From Italy to Albania, the accusations and arrest of Ilir Papaj
Ilir Papaj, known by the nickname "Ufo" due to his sensational escapes from solitary confinement, has been sentenced by the Court of Milan to 25 years and 4 months in prison for the criminal offenses of "Intentional Murder", "Attempted Intentional Murder", "Kidnapping" and "Forced Sexual Relations".
According to the investigation, Papaj, in collaboration with Gentjan Makshina, killed Ramires Saxa Louis Gonzales , as well as attempted to kill Orenalla Calle Jose Enrique . He was also convicted of hostage-taking, wounding and violence with a weapon, as well as sexual rape, several times, against the citizen Lascar Nina Alexandra.
After two sensational escapes from prison in Italy, Paja managed to come to Albania where he was arrested in November 2022 at a bar in Lapraka.
In Albania, Ilir Paja was accused of "intentional serious injury" to the detriment of Police officer Blendi Haxhimihali, an event that occurred in March 2008, during an operation to arrest him, during which he himself was injured.
Dragging the case through the courts
The three levels of the judiciary decided on Paja's sentence in Albania.
He sent the case to the Constitutional Court with the argument that he had previously been convicted by the Court for Serious Crimes for the same criminal facts. The Constitutional Court partially accepted Ilir Paja's appeal, sending the case for review to the High Court.
This is where the whole process of procrastination begins. The Supreme Court overturned the decisions and sent the case for review on the merits by the Court of Appeals with a different panel of judges.
The case was registered on November 17, 2025. From here, the Court of Appeal requested the Ministry of Justice to communicate with the Italian authorities, to ask them whether they stood by their approval for the recognition of the conviction decision for Ilir Paja.
According to the Appeal, the Ministry of Justice was requested to notify the Italian authorities of the urgency of forwarding the acts, an urgency dictated by the fact that citizen Ilir Paja continued to be under the measure of 'prison arrest', which had a 3-month term, a term that began on November 17, 2025.
Meanwhile, in an official reaction, the Ministry of Justice says " Official facts prove that, since the initiation of the procedure in 2022, the Ministry has acted continuously, documented and without any delay, following up on every request of the Court of Appeal to the Italian authorities, as well as immediately transmitting any additional information and documents received, in full compliance with domestic criminal legislation and international obligations ."
As the Ministry of Justice says, the documents requested by the Italian authorities did not arrive on time, that is, by February 16, 2026.
The next day, exactly on the date when the 3-month detention period ended, Ilir Paja submitted a request for revocation of the security measure "prison arrest", thus gaining release from the cell and residence at home under continuous police supervision.
The sensational escapes of Ilir Paja
"Ufo" was arrested in early 2006 in Italy. After several months in solitary confinement, he escaped from prison in June 2006 using bed sheets as rope.
He made his next escape on August 14, 2007, while being transported by ambulance to the hospital. Paja pretended to suffer from serious psychological problems and had attempted suicide several times.
He started to moan and get the attention of the lead police officer. When he approached, Paja punched him in the face.
He then opened the ambulance door and ran away, climbing over a high wall and following the train line.
Even though the police fired in the air, he did not stop. He then entered a forest and disappeared. After his second escape to Italy, Ilir Paja returned to Tirana./ EltonQyno
