The Special Court has returned for further investigation the file of Jonaid Myzyri, the former head of Public Procurement, for whom SPAK requested the dismissal of the case for violations with a tender worth 2.2 million euros.

The Black Platoons gave the Special Prosecution Office 45 days to conduct additional investigative actions, including an expert report.

Jonaid Myzyri was charged with violating equality in tenders, and after about a year, prosecutor Elvin Gokaj requested that the case be dismissed with the argument that during the investigations and several verifications it did not appear that he had committed the criminal offense.

In addition to him, SPAK has also requested the suspension of investigations against KPP members Vilma Zhupaj, Lindita Skeja, Merita Zeqaj and Enkeleda Bega.

SPAK took Myzyri as a defendant in June 2025 and accuses him of a tender worth around 2.2 million euros in 2020 for the maintenance of the 59-kilometer road segment Rrëshen (Fanit Bridge)-Shpal, Shpal-Qafë Bene-Hadroj and Shpal-Repsit Bridge.

The tender was conducted by the ARA on September 18, 2020, a process in which legal violations were found, which the Public Procurement Commission, headed by Myzyri, ignored.

According to SPAK, this Commission, in violation of the law, favored the merger of the companies "AEK MUNELLA" and "DRINI-1", which won the 2.2 million euro tender with false documents.
