The police of Dibra seized 1 ton and 126 kilograms of explosives and put 6 people in handcuffs. They are suspected of illegally mining and illegally trading explosives.

Together with the prosecutor, we are here to present to you and through you, to the public, the results of the police operation coded "Golden Land", in the framework of which cases of illegal exploitation of mines were struck. storage and trading of explosives, concealment of income and illegal employment.

The structures of the Dibër Local Police Directorate, in cooperation with the Bulqiza Police Station, in fulfillment of the work objectives for the prevention, identification and attack of informality, in close cooperation with the Prosecutor's Office at the Dibër Judicial District Court, based on the informational intelligence that some citizens were using a mine, illegally, while some others were trading explosives illegally, they organized and finalized the police operation coded "Golden Land", in the framework of which the citizens were arrested:

Brolind Kotja , 25 years old and Drilon Kotja, 21 years old (person with a previous criminal record, previously convicted for carrying weapons without a permit), both residents of Krastë, illegal acquirers and exploiters of a mine in Batër, Krastë.

These citizens were arrested for the criminal offenses "Exercising the activity without being registered with the tax authorities", "Violation of the rules on explosive, incendiary and radioactive substances" and "Illegal possession and production of explosive weapons and ammunition".

The two brothers had acquired a gallery in Batër and continued to carry out work, with the aim of extracting and using the mining material.

Gjatë kontrollit të ushtruar në galeri janë gjetur dhe sekuestruar në cilësinë e provës materiale 20 kallëpe me lëndë plasëse dinamit (me peshë 8 kg) dhe 15 kapsolla elektrike.

Gjithashtu, është arrestuar shtetasi Hajdar Bala, 38 vjeç (minator/zjarrmëtar), punonjës në galerinë e përvetësuar nga dy vëllezërit, për veprën penale “Shkelja e rregullave mbi lëndët plasëse, djegëse dhe radioaktive".

Në vijim të operacionit janë arrestuar dhe shtetasit:

Ilir Lika, 34 vjeç, banues në Krastë, administrator i një subjekti për përdorim dhe tregtim të lëndëve plasëse, për veprat penale “Shkelja e rregullave mbi lëndët plasëse, djegëse dhe radioaktive" dhe "Fshehja e të ardhurave", pasi në subjektin e tij janë gjetur dhe sekuestruar 1 ton e 56 kilogramë lëndë plasëse dinamit dhe 2275 kapsolla elektrike; shtetasi Ernest Leti, 33 vjeç, me detyrë minator/zjarrmëtar në këtë subjekt;

Kujtim Lena, 48 vjeç, banues në Krastë, administrator i një subjekti për përdorim dhe tregtim të lëndëve plasëse, për veprën penale “Shkelja e rregullave mbi lëndët plasëse, djegëse dhe radioaktive", pasi në subjektin e tij janë sekuestruar 96 kg lëndë plasëse dhe 1525 kapsolla elektrike.

Gjithsej janë sekuestruar në cilësinë e provës materiale 1 ton e 162 kilogramë lëndë plasëse dhe 3815 kapsolla elektrike dhe janë vënë në pranga 6 shtetas.

Administratorët e të dy subjekteve për përdorimin dhe tregtimin e lëndëve plasëse, njëri prej tyre edhe drejtues teknik i subjektit të tij, konkretisht shtetasi Kujtim Lena, tregtonin lëndë plasëse në mënyrë të paligjshme dhe në kundërshtim me rregullat e përdorimit dhe të tregtimit të lëndëve plasëse.

Në bazë të VKM-së nr. 313, të datës 15.04.2015, Policia mori vendim për revokimin e autorizimit të depove për magazinimin dhe transferimin e lëndëve plasëse për subjektet e mësipërme. Gjithashu, i është dërguar shkresë Ministrisë së Infrastrukturës dhe Energjitikës, për heqjen e licencave të subjekteve të mësipërme.

Në bashkëpunim me Prokurorinë pranë Gjykatës së Shkallës së Parë Dibër, vijon puna për dokumentimin e plotë të kësaj veprimtarie të paligjshme.

Njëkohësisht, ndaj këtyre dy subjekteve të konstatuara në paligjshmëri me lëndët plasëse po vijojnë hetimet për mënyrën e pajisjes me licencë nga organet përkatëse, për hetimin e ngjarjeve të ndodhura me lëndë eksplozive më parë, në qarkun e Dibrës, si dhe në bashkëpunim me qarqet e tjera, për të parë nese këto subjekte kanë ushtruar veprimtarinë e paligjshme të shitjes së lëndës plasëse, personave të paautorizuar nga ligji.

Ndërkohë, nga ana e strukturave të DVP Dibër do të vijojnë kontrollet për zbatimin e ligjshmërisë për pajisjen e subjekteve të tjera me licencën për ushtrimin e këtij aktiviteti.
