Fiks Fare denounced on Monday evening the abuses of state institutions towards Albanians from Kosovo who are seeking citizenship.

Lavdim Krusha, 40 years old, and his wife, Elsuida Krusha, complained to the editors of the investigative show. Lavdimi says that he is from Kosovo and has been living in Albania in Kukës for 3 years, together with his Albanian wife and their 7-year-old son, who was in kindergarten and now in first grade in Kukës. He says that he has applied for Albanian citizenship, as his wife is from Albania and they live in Kukës.

"It's been almost 2 years since I applied. I have filled out all the documents in order and sent them to the Local Police Directorate of Kukës. They told me you are fine and we will send them to the ministry. I went several times for information and every time I went I was met with arrogance. They told me not to come for information, that we have a contact number, we will notify you ourselves for anything. I was forced to stop going for information waiting for their contact, while I was forced to go to Tirana to the Ministry of Interior for information. They didn't give me any information there. I came to Kukës again and went to the directorate for information and they told me that it has been 6 months since they were returned. They are arrogant and insult me" - says Lavdimi and his wife.

After the complaint, Lavdim's wife goes to the Kukës Police Department and meets the person in charge of citizenship. He tells him that he sent the file to the Ministry of the Interior in 2022. According to him, the ministry returned it in 2023, not because they were rejected, but only because of the deadlines. Lavdim's wife tells him that the mistake was made by that office, as they did not notify him. The manager says that we have notified you by e-mail. In the end, the manager tells him that "I'm going out because I have other things to do".

Fiks journalists go to the Local Police Directorate of Kukës, where we meet the responsible Elkjer Dogjani, who refuses to give an interview and replied that "we will give you a written answer". Journalists ask him why the letters were kept for months in that directory.

After a few days, the Local Police Directorate of Kukës replies that Lavdim Krusha, 40 years old, has applied for Albanian citizenship through the e-Albania portal. He completed the documents in the months of April and May 2022. Meanwhile, in this response, the Kukes Police say that only on October 27, 2022, the file was forwarded to the Directorate of Policies for Asylum, Foreigners and Citizenship, in the Ministry of the Interior.

After 9 months, on June 22, 2023, this directorate returned the file for completion (not rejected), with the motivation "For the further continuation of the procedure, it is required to restore the submitted documentation on time after their validity has ended".

The police of Kukës writes that they have requested to make the announcement of Mr. Lavdim Krusha, at the address left by him. But, after the verification, it turned out that this citizen did not live at the declared address, therefore it was not possible to notify this citizen. Fiksi asked the Kukës Police that the family members of Mr. Praise have gone several times for information. In response, this policeman writes that "Lavdimi was presented on February 9, 2024, where he was acquainted with the file returned for completion and it was explained to him that he must renew the documentation."

So, the file was initially kept for 5 months at the Kukës Police. Then 9 months at the Ministry of the Interior and finally, another 8 months at Immigration in Kukës, where the inspectors forgot to notify the Albanian from Kosovo. Even more so that in this answer, the police say that they went to his apartment! Meanwhile, in the conversation with the whistleblower's wife, the immigration police inspector, Elkjer Dogjani, replied that "we notified you by e-mail". Now, who is the truth? The file of Mr. Praise Krusha has been kept in the drawer for months! And now, after more than 20 months, the employees find all kinds of claims for their non-notification.
