Lawyer Lulzim Alushaj has published a brief analysis on the effectiveness of the Institution of the High Inspector of Justice (ILD), questioning the use of the budget and the functioning of this institution.

According to him, for 2024, the ILD has spent around 4 million euros to produce only 11 disciplinary proceedings and 6 thematic inspections, while 1,374 citizen complaints have been handled.

"For 10 years we have been talking and talking about justice reform, for example, take the case of the ILD (High Inspector of Justice) whose functional duty is disciplinary investigation, inspections and citizen complaints against prosecutors and judges.

The ILD's report to the Albanian Parliament in December 2025, for the year 2024, provides this overview of this institution:

1374 complaints handled;
11 disciplinary proceedings;
6 thematic inspections.

The Institution's budget for 2024 was 390 million lek or almost 4 million Euros! So 4 million Euros per year to collect complaints and produce only 11 disciplinary proceedings against prosecutors/judges!

"The reality of citizens does not match the results of the ILD (1374 complaints ~ 11 proceedings per year), ask yourself does it make sense for the ILD to continue consuming 4 million euros from the budget and be at this level?", writes the lawyer.
