Arsen Preçi, the man who was arrested in February 2023 in Elbasan for the ownership of the stolen "BMW X6" and filled with 3 automatic machines and two gas canisters, is the person who supplied envelopes and bags with euros to Nuredin Duman and Aleksandër Baho .

After every murder committed by Nuredin Dumani and his group, on account of Erjon Alibej and Arjan Spahi, it was Arsen Preçi who took the euros to Dumani.

Preçi served as a postman between Erjon Alibej and Nuredin Duman, but also between Sandër Baho (Sakat), through whom Alibej provided different weapons from pistols, modern automatics and thomsons, which were used in criminal events.

Preçi transferred the euros to Baho and then the latter, through a person "X", found the weapons.

Although the evidence is strong for the activity of Preçi and Baho, among the members of the criminal group led by Alibej, SPAK in August 2023 requested the release from prison of Arsen Preçi and Arben Spahiu, the brother-in-law of the repentant Erjon Alibej.

Both are accused of being the owners of 3 automatic weapons, 1 pistol and a BMWX6 car stolen in Shkodër and prepared for murder in Elbasan, a matter that is now being investigated by SPAK.

In the testimony provided by "Ora News", the repentant Erjon Alibej, nicknamed "Krymi", has shown that in many cases, it was Arsen Preçi who took the bags of euros to Nuredin Dumani.

Amounts ranging from 10, 50, 60, up to 100,000 euros were sent by Arsen Preçi to Nuredin Dumani. The euros were transferred by the postman of Erjon Alibej, right after the murder of Dorian Shkoza, Anxhelo Avdisa, brothers Besmir and Viktor Haxhia, Bujar Çela.

"... Arsen Preçi knew Nuredini and his family, but he had no idea what Nuredini was dealing with, nor did I explain anything about Nuredini. And for the amount of euros he was sending to Nuredini, I didn't explain why he had to take it to Nuredini...", said the repentant Erjon Alibej.

In his testimony, Alibej tries to protect Arsen Preç from criminal liability, showing in SPAK that he carried out the activity of the postman in transferring euros after each murder without his knowledge.

The same line of testimony about the role of Arsen Preçi, the repentant Erjon Alibej, has also kept for the episodes when Preçi appears as a transfer of euros to Aleksandër Baho, from which group they are supplied with weapons.

"...I have also explained in previous testimonies that through Sandër Baho, we secured different weapons from a person known by the nickname "X", who is an arms dealer. I discussed with Sandër Baho and I explained to him from "X" how to buy firearms that we might need to give to Nuredin Dumani, for what needs Nuredin Dumani would have. I provided the amount of lek to Sandër Baho for the weapons we bought from "X". I used to send Euros or Lek to Baho through Arsen Preçi. Arseni had no idea what these sums of money were for. Payments for firearms ranged from 1,000 euros to 3,500 euros. The weapons we bought were of different types, canisters, pistols, but I don't know the details of the models of the weapons...", Erjon Alibej told the prosecutors and BKH officers.

Alibej further says that: "...I want to explain that even though I am very close to Sander Baho and his family, I am not aware of Baho's other criminal activities. In a conversation I had with Baho or via encrypted phone, Sandri mentioned to me in the conversation that he met "Kushon" Henrik Hoxhaj and knew him because he was from Fieri. Details of the conversation and the reason for the conversation I do not remember well. As for the period of the conversation, I don't remember exactly, but it may have been during the months of May-August 2020. It was the time when Nuredini was in Elbasan and Peqin. and Nuredin also met with "Kushon". At the time of the conversation I was having with Sandri, I did not know him by name Henrik Hoxhaj, but by the name "Kusho", and that he was Nuredin Duman's close person, as he explained to me Nuredini who organized the murders with "Kusho".
