SP Amendments to the Highway Code: 'Repeat' drivers caught with

After the tragic accident where a drunk and speeding driver took the lives of two minors in Durrës, the Socialist Party has prepared a draft for changes to the Highway Code.

The harshest measures are foreseen for young drivers, while drunk drivers who repeat the violation risk having their license revoked permanently.

The changes were proposed by the chairman of the Laws Committee, Ulsi Manja, and SP MP, Erion Braçe.

According to the amendments filed in the Assembly, drivers caught driving without a driver's license will have their right to obtain a license postponed for one year, while for minors the deadline is postponed by two years from the moment the right to obtain one arose.

The changes proposed by the PS
-If you are caught driving without a license, you will not be able to obtain a license for 1 year (plus responsibilities according to the criminal legislation in force)
-If you are a minor (i.e. you have never received a license), you will receive your license 2 years after reaching the age to receive them, so not 18 but 20 years old you will become a driver's license for the first time
-If you are in the first year of your license, you must drive with 0 alcohol.
-maximum speed 90 km/h on the highway, 80 on other roads outside residential areas (penalty, fine from 5 thousand to 15 thousand lek (license suspended for 1 month and points removed according to the by-laws in force)
- Young drivers (up to 2 years) are not allowed to drive a vehicle between 24:00 and 06:00 without an adult with a license for at least 3 years
-If there are no violations in 1 year, these restrictions for the "1-year" driver are lifted. 
-If there are 2 violations during this test phase, the probationary period is extended by 1 year (so the restrictions start again)
It is prohibited to use a mobile phone for bicycles and electric motorcycles
Anyone caught behind the wheel with an alcohol content of more than 0.5 g/l in the blood, and has previously been punished for driving under the influence of alcohol and repeats it, their license will be permanently revoked
